THE DEPARTMENT
The Department of Economic and Community Development is responsible for the preservation and improvement of the physical and economic conditions of the South San Francisco Community.
The Department provides the administrative oversight that contributes to the successful completion of the goals, objectives, and daily operations of the Divisions of Economic Development and Housing, Building, and Planning.
The Planning Division develops long-range planning policies and processes current applications for new development to promote compliance with the City’s Zoning Ordinance and development standards.
The division is also responsible for administering the General Plan, Zoning Ordinance, reviewing planning entitlement applications, managing the City’s Transportation Demand Management program, promoting high-quality urban design and developments, and collaborating on fostering careful consideration of historic structures and resources.
THE POSITION
Under the direction of the City Planner, the Principal Planner performs complex and sensitive professional planning work in the preparation and presentation of planning studies, plans, and reports.
The Principal Planner also develops and interprets planning policies and procedures while providing staff support to the City’s Planning Commission and City Council.
The City continues to anticipate many exciting, complex development and land use opportunities, and the Principal Planner will play a central role on many high-profile projects that may potentially include : implementation of the recently adopted 2040 General Plan Update, completion of the Lindenville Specific Plan, development of more than 5 million square feet of new biotechnology R&D uses, large-scale developments under construction such as Oyster Point, Southline, and Genentech’s corporate headquarters campus, more than 5,000 new housing units in transit-oriented locations, and many other potential projects.
Additionally, the Principal Planner may provide administrative and supervisorial support for the Planning Division at the direction of the City Planner and act as Secretary to the Planning Commission or Design Review Board, as necessary.
This position observes a hybrid work model : Up to two days per week of remote work schedule, including some in-person and virtual meetings.

THE SELECTION PROCESS :

Salary : $128,918.00 - $156,728.00* annually (*4% salary increase effective July 7, 2023)
Retirement : CalPERS retirement formula is 2% at age 60 for Classic members or; 2% at age 62 for new members as defined by Government Code 7522.

ESA has established multiple pay ranges tailored to the economic factors in the geographies in which ESA staff reside. For this position the range is $123,296 $184,945 annually based on our anticipated hiring location as noted in the above job details.
Actual compensation is determined by a number of factors including but not limited to an individual’s related experience, education, skills, and the city in which the applicant lives.

Our Community Development team, which has built a legacy of success providing environmental compliance, clearance, and advancement, consists of our CEQA / NEPA, urban planning and air quality climate and acoustics technical experts.
We combine our firm’s technical depth in natural resources science and environmental planning with deep knowledge of regulatory practices and procedures, including the most current legislation and case law, to create value-added, cost-effective, and legally defensible solutions for our clients.
