What you will be doing... Your IMPACT
Manage environmental compliance programs and policies in conjunction with all federal, state and local laws and regulations.
Provides leadership and technical expertise on regulatory requirements for current and future operations.
- Monitor federal, state and local environmental regulatory requirements and changes that may impact company environmental compliance requirements and programs.
- Responsible for the development, maintenance and continuous improvement of the company EMS, Vessel SMS and other related programs.
- Maintains company TMSA 3 environmental program requirements and represents the company during internal and external audits.
- Conducts internal and external compliance audits and prepares compliance status reports for internal management and regulatory agencies as required.
- Support company Corporate Social Responsibility (CSR) and Environmental Social Governance (ESG) Program.
- Acts as system administrator and supports users of company third party environmental / ESG compliance support software system used as part of the environmental compliance assurance and sustainability program.
- Collaborates with internal and external stakeholders on environmental issues and sustainability projects.
- Participates in relevant industry and governmental conferences, groups and committees, relevant non-profits and other organizations.
What we are looking for...
You will need to have :
- Bachelor's degree in an Environmental Science, Chemistry or Physical Science
- 5+ years previous experience
- Proficient in NPDES permitting and compliance, SWPPP and SPCC Plan development and associated compliance requirements.
- Proficient in air permitting, potential to emit calculations and associated reporting.
- Demonstrated experience in US EPA and USCG vessel compliance requirements and program management (Vessel General Permit and ballast water management).
- Experience with ISO 14001 program implementation and management.
- Demonstrated experience in RCRA / Waste management, recycling, and waste reduction.
- Excellent communication skills, both verbal and written.
- Ability to self-manage and execute on deliverables with minimal oversight.
- Ability to multi-task and manage conflicting priorities.
- Strong problem-solving skills and ability to interpret rules and regulations.
- Ability to travel to ABCL locations.
Even better if you have one or more of the following :
- Previous experience in Marine or Transportation Industries with ties to the inland river system.
- Prior experience with shipyard and vessel repair activities.
- CHMM certification.

Environmental Engineer
The Environmental Engineer acts as a technical project manager for all aspects of environmental compliance. This position will be responsible for coaching, mentoring, and working with others in a way that achieves the goal of maintaining compliance with all applicable environmental rules and regulations.
Regular and clear communication with all stakeholders is expected, including but not limited to field personnel, EHS personnel, and the organization’s leadership.
This person should be flexible enough to complete the technical work when time permits but have strong project management skills to delegate and managers others to complete these tasks.
This position is also expected to help develop, implement, and maintain area or companywide programs to ensure compliance.
Candidates must have an expert understanding of applicable rules and regulations in order to manager this compliance. The position will report to the Director of Environmental and will be located in downtown Houston, TX.

Essential Job Functions
Serves as primary environmental contact to an assigned geographical area within the Company
Performs and reviews technical work to ensure compliance with environmental requirements
Communicates with internal stakeholder, including field operations and organizational leadership to meet compliance requirement
Assists in the development, implementation, and maintenance of programs, systems, and procedures to ensure compliance with environmental requirements
May recommend improvements in processes, management systems, procedures, and operating equipment to optimize environmental compliance requirements
Works with others to respond to and investigates environmental incidents such as spills, releases, NOVs, and complaints
Prepares and conducts employee training and emergency preparedness
Provides basic regulatory interpretations and technical advice to operating assets utilizing effective communications techniques
Develops and maintains working knowledge of existing and proposed environmental regulations
Assists with due diligence on possible and current merger and acquisition activities

Minimum Qualifications

- Our services include : natural gas gathering, treating, processing, transportation and storage; NGL transportation, fractionation, storage and import and export terminals;
- crude oil gathering, transportation, storage and terminals; petrochemical and refined products transportation, storage and terminals;
and a marine transportation business that operates primarily on the United States inland and Intracoastal Waterway systems.
The partnership’s assets include approximately 50,000 miles of pipelines; 260 million barrels of storage capacity for NGLs, crude oil, refined products and petrochemicals;
and 14 billion cubic feet of natural gas storage capacity.
The Environmental Engineer will be a team member in the Air Compliance and Emissions (ACE) group within the Environmental Department responsible for emissions compliance reporting for assigned company assets.
Other responsibilities include, but are not limited to :
- Ability to accurately prepare detailed emission calculations in accordance with 40 CFR Part 98, particularly Subparts C and W.
- Prepare and submit timely annual greenhouse gas (GHG) reports to the U.S. EPA and respond to agency follow-up questions, as needed.
- Familiar with calculating Scope 1, 2, and 3 GHG emissions in accordance with the GHG Protocol and Intergovernmental Panel on Climate Change (IPCC) methodologies.
- Responsible for coordinating annual site surveys required under 40 CFR Part 98 and tracking associated budgeting efforts.
- Responsible for supporting state specific GHG-related programs (e.g. NMOCD reporting, CDPHE Reg. 7 reporting, future state programs).
- Implement existing procedures for data gathering to support high-quality emission calculations used for reporting and compliance evaluations.
- Continuously optimize data collection processes to ensure high-quality data is being obtained for emission calculations and reporting.
- Work closely with internal stakeholders (e.g. Field Environmental, Engineering, Operations, Accounting, and IT) to ensure required operating and emissions data is obtained to support calculations and reporting.
- Become proficient in Sphera’s Essential software (ESS) in order to configure facilities in ESS for data gathering and GHG reporting.
- Ability to review and deconstruct air permits and / or evaluate facility modifications to identify updates required for the GHG reporting program.
- Track and trend GHG emissions on a routine basis.
- Evaluate proposed regulations and impact to the company.
Qualifications
The successful candidate will meet the following qualifications :
- A minimum of a Bachelor's degree in Engineering in related field is required.
- A minimum of 1+ years of experience required, preferably in industry or consulting.
- GHG emission calculation experience is preferred.
- A working knowledge of 40 CFR Part 98 Subparts C and W on both a technical and conceptual basis is preferred.
- Familiarity with non-EPA GHG calculation frameworks and industry trends is desired.
- Knowledge of emission units associated with natural gas gathering, processing, and transmission is preferred.
- Familiarity with preparation and submittal of GHG reports to EPA in e-GGRT is required.

What you will be doing
Manages Environmental Abatement Systems
- Oversees and directs systems and procedures related to Environmental discharge, abatement, and disposal streams.

Education and Experience

Master's Degree and PE license preferred.
- Minimum 7 years professional experience in quality or environmental management system function within an industrial setting
- Demonstrated knowledge of ISO and ISO systems along with Six Sigma and / or Lean Manufacturing experience
