The 9-1-1 Communications center will have the latest communications and dispatching technologies to provide improved service and response to South San Francisco residents.

Ideal Candidate

  • Under general supervision, the Dispatcher receives and transmits routine and emergency telephone and radio traffic; dispatches and coordinates police, fire, public works, and other municipal equipment via multi-frequency two-way radio;
  • maintains and processes a variety of communications reports, records, and radio logs An ideal candidate has the ability to independently identifies and acts on issues that affect the communications center;
  • demonstrates good decision-making skills under pressure; works well with a minimum of direct supervision; interprets and executes the organization's philosophy, policies, and procedures;

QUALIFICATIONS : Any combination equivalent to experience and training that would provide the required knowledge, skills and abilities.

A typical way to obtain the knowledge, skills, and abilities would be :

Experience : 18 months current experience as a Police or Police / Fire Dispatcher in a POST certified agency that is at least comparable in calls for service to the City South San Francisco.

Training : High school graduate or equivalent. Additional education in law enforcement; or communications experience in the military or public safety is desirable.

Licenses or Certificates :

  • Possession of a POST Dispatcher Certificate or the equivalent to out-of-state applicants.
  • Possession of, or ability to obtain, an appropriate California Driver’s license, which must be maintained as a condition of employment.

SELECTION PROCESS :

The Examination Process will consist of the following independent parts :

1. Examination process will first consist of a review of application materials including a copy of the California Basic POST Dispatcher certificate from the academy.

2. The most suitable and qualified candidates will receive via e-mail a Personal History Statement (PHS) to complete and return.

3. Based on review of the PHS, candidate may be scheduled for an oral interview examination.

4. Upon successful completion of the oral interview examination, an eligible list will be established which will be used for the appointment to the position.

Possession of minimum qualifications does not guarantee advancement in the selection process and placement on the eligible employment list.

Candidates requesting veteran’s preference must provide a copy of U.S. Government Form DD 214 "Certificate of Release or Discharge from Active Duty" as an attachment to their CalOpps application.

Appeals concerning administration of an examination must be submitted in writing within 2-business days from the date the event occurred.

Before a conditional employment offer is made, a thorough background check will be conducted, including a polygraph and fingerprint check.

If successful, candidates are then required to successfully pass a drug / alcohol screen and an audiogram test, and must be able to furnish proof of legal right to work in the United States.

Candidates may be disqualified at any point in this process. The process will end with the Chief of Police or his designee’s interview.

Benefits

Hourly Rate : $40.17 - $48.82 per hour

Retirement : CalPERS retirement formula is 2% at age 60 for Classic members or; 2% at age 62 for new members as defined by Government Code 7522.

04(e). Social Security and Medicare participation and option to participate in 457 deferred compensation plans. City contributes equivalent of 1.

5% of base pay towards a medical after-retirement account.

Health Insurance : City offers a choice of medical HMO (two providers) or PPO plan, and offers vision and dental coverage.

City pays 100% of vision and dental premiums for employee and eligible dependents. Employees shall contribute 10% of the HMO premium cost based on category of coverage (single, two, family).

For PPO, employee pays cost difference between PPO and HMO plans. City provides 100% City-paid short- and long-term disability insurances.

Vacation : Fifteen to thirty working days annual vacation, depending on length of service.

Holidays : Fourteen paid holidays, per year, including one floating holiday.

Education Incentives : Upon completion of 2-full years of employment, a premium of 2.5% for Associate Degree or 60 units in work-related courses and 5% for Bachelor’s Degree.

Employment Qualifications

Minimum Qualifications

Three years of full time, paid experience as a fire, radio or communications dispatcher in a call center environment. Experience must include operating a variety of communication equipment including multiple channel radio receivers and transmitters, computer based phone systems, and alarm signaling devices.

Note : If the word experience is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable.

Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Criminal History and Background Checks :

The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No.

82-602, Personnel Policies, and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate’s ability to perform the job duties of this class unless it is determined that mitigating circumstances exist.

For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.

The City of Dixon is recruiting to fill one (1) part-time (24 hours per week) position with pro-rated benefits of Transit Dispatcher and to establish an eligibility list for future use.

  • This position receives ride requests and quickly and efficiently organizes, schedules and routes Readi-Ride bus requests;
  • operates equipment to relay requests to drivers; reads maps and assists drivers with directions and alternative routes; assists in collecting information related to the operation of the transit system;

works closely with Transit Supervisor to ensure routes are properly scheduled; and performs related duties. The anticipated work schedule is onsite.

THE POSITION

To receive incoming telephone calls and dispatch police units as necessary for assistance; perform a variety of general support duties related to communications activities.

DISTINGUISHING CHARACTERISTICS

This is an entry level class in the Dispatcher series. Incumbents of this class are trained in department policies, procedures and systems through on-the-job training.

Generally, work is observed and reviewed both during performance and upon completion. Dispatcher Recruit is distinguished from the Dispatcher I classification in that it is a training classification.

SUPERVISION RECEIVED AND EXERCISED

Immediate supervision is provided by a Dispatcher III. Technical or functional supervision may be provided by a Dispatcher II or Dispatcher III.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Receive emergency and non-emergency telephone calls from the public requesting police, fire, and local government service;

determine nature and priority; dispatch units as necessary; and / or refer or transfer callers to ensure excellent customer service.

  • Maintain radio contact with all units on assignment.
  • Coordinate emergency calls and relay information and assistance requests involving other law enforcement and firefighting agencies.
  • Query information from law enforcement communication networks relating to wanted persons, criminal history, stolen property, and Department of Motor Vehicle information.
  • Query and enter stolen, stored, and repossessed vehicle information.
  • Perform a variety of records keeping duties related to the computer aided dispatch system.
  • Test and inspect equipment as required.
  • Testify in court as needed.
  • Prepare written responses or reports related to communication complaints, investigative follow-ups or police reports.
  • Write daily work progress reports when training a new Dispatcher.
  • Demonstrate professionalism, courtesy, empathy, and excellent customer service in accordance with departmental policy and the community-oriented policing concept.
  • Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.
