THE DEPARTMENT
The Department of Economic and Community Development is responsible for the preservation and improvement of the physical and economic conditions of the South San Francisco Community.
The Department provides the administrative oversight that contributes to the successful completion of the goals, objectives, and daily operations of the Divisions of Economic Development and Housing, Building, and Planning.
The Planning Division develops long-range planning policies and processes current applications for new development to promote compliance with the City’s Zoning Ordinance and development standards.
The division is also responsible for administering the General Plan, Zoning Ordinance, reviewing planning entitlement applications, managing the City’s Transportation Demand Management program, promoting high-quality urban design and developments, and collaborating on fostering careful consideration of historic structures and resources.
THE POSITION
Under the direction of the City Planner, the Principal Planner performs complex and sensitive professional planning work in the preparation and presentation of planning studies, plans, and reports.
The Principal Planner also develops and interprets planning policies and procedures while providing staff support to the City’s Planning Commission and City Council.
The City continues to anticipate many exciting, complex development and land use opportunities, and the Principal Planner will play a central role on many high-profile projects that may potentially include : implementation of the recently adopted 2040 General Plan Update, completion of the Lindenville Specific Plan, development of more than 5 million square feet of new biotechnology R&D uses, large-scale developments under construction such as Oyster Point, Southline, and Genentech’s corporate headquarters campus, more than 5,000 new housing units in transit-oriented locations, and many other potential projects.
Additionally, the Principal Planner may provide administrative and supervisorial support for the Planning Division at the direction of the City Planner and act as Secretary to the Planning Commission or Design Review Board, as necessary.
This position observes a hybrid work model : Up to two days per week of remote work schedule, including some in-person and virtual meetings.
Ideal Candidate
The ideal Principal Planner will be a strong leader who is solutions-oriented and is comfortable adapting, executing change, and making decisions while upholding personal and professional standards of excellence and integrity.
- The ideal candidate will have knowledge of theory, principles, and practices of City, urban, and transportation planning;
- analytic and research techniques related to planning practices; relevant land use and environmental laws and regulations;
- and principles of management, supervision, training, and employee development. The ideal candidate will also have the ability to collect, analyze, and interpret complex demographic, land use, statistical, financial, and related information pertaining to current and long-term planning projects;
understand, apply and explain laws, regulations, policies, and procedures; make effective public presentations; and plan, direct, and mentor the work of other staff.
Furthermore, the ideal candidate will be an experienced professional that possesses the following qualifications :
QUALIFICATIONS : Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying.
A typical way to obtain the knowledge, skills, and abilities would be :
Experience : Five years of progressively more responsible professional planning experience in a municipality, county, or other public agency setting.
Possession of a Master’s degree in an appropriate field may be substituted for one year of the required experience.
Training : A bachelor’s degree from an accredited college or university with major coursework in city, urban or transportation planning, urban studies, or a related field.
Licenses / Certificates : Possession of, or ability to obtain, a valid, appropriate California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.
THE SELECTION PROCESS :
The process will first consist of a review of application materials and responses to the supplemental questionnaire, which must be detailed and complete.
A resume is REQUIRED but does not substitute for a complete application. Applications with "see resume" as a substitution for the work experience description;
those with unclear past employment information; or those with insufficient information to evaluate possession of minimum qualifications will not be considered.
The most highly suitable and qualified candidates will be invited to participate in an oral panel interview. This assessment is tentatively scheduled for the week of August 14th, 2023.
Upon completion of this examination, an eligible list will be established which will be used for the appointment to the position.
Possession of minimal qualifications does not guarantee advancement in the selection process and placement on the eligible employment list.
Top scoring candidates will be invited to the next phase of the selection process which will consist of any or all of the following : a departmental interview and written / performance exercise.

Salary : $128,918.00 - $156,728.00* annually (*4% salary increase effective July 7, 2023)
Retirement : CalPERS retirement formula is 2% at age 60 for Classic members or; 2% at age 62 for new members as defined by Government Code 7522.

Vacation : Fifteen to thirty working days annual vacation, based on the length of service.
Holidays : Fourteen paid holidays per year, including two half-days and one floating holiday.

Possession of a current POST Entry-level Dispatcher Selection Test Battery certificate with a T-score of 48 or higher obtained within the 12 months immediately preceding application submission.
Possession of, or ability to obtain, an appropriate California Driver’s license, which must be maintained as a condition of employment.
The POST Entry-level Dispatcher Selection Battery Test is administered by South Bay Regional Public Safety Consortium (SBRPSTC) and is designed to meet the Commission of Peace Officers Standards and Training (POST) requirements.

SBRPSTC requires a non-refundable materials fee from applicants for taking the test. There are a limited number of seats for the examination dates listed at SBRPSTC.

SELECTION PROCESS :
The Examination Process will consist of the following independent parts :
1. Examination process will first consist of a review of application materials including a copy of the POST Entry-level Dispatcher Selection Test Battery certificate with a T-score of 48 or higher from the academy.
2. Candidates with a complete application packet, including submission of a valid POST Entry-level Dispatcher Selection Test Battery certificate with a T-score of 48 or higher valid within one year of application submission, will be placed on the eligible employment list valid for one year.
Possession of minimum qualifications does not guarantee advancement in the selection process and placement on the eligible employment list.
3. Top scoring candidates on the eligible list will receive an e-mail request to complete and submit a personal history statement (PHS).
4. Based on review of the Personal History Statement, candidates may be scheduled for an oral interview examination.

Appointment : Before a conditional employment offer is made, candidates must take a polygraph examination. Licenses or Certificates :
- Possession of a POST Dispatcher Certificate or the equivalent to out-of-state applicants.
- Possession of, or ability to obtain, an appropriate California Driver’s license, which must be maintained as a condition of employment.

Vacation : Fifteen to thirty working days annual vacation, depending on length of service.
Holidays : Fourteen paid holidays, per year, including one floating holiday.
Education Incentives : Upon completion of 2-full years of employment, a premium of 2.5% for Associate Degree or 60 units in work-related courses and 5% for Bachelor’s Degree.
Programs : 457 Deferred Compensation, Unreimbursed Medical and Dependent Care Expenses, Employee Assistance Program, Long Term Care, Credit Union, Recreation Classes, and Reduced-fee Child-care Programs are available.
