Full-time

Supervise the day-to-day operations of the Logistics Department to include receiving, processing and reporting the status of requisitions, backorder management, managing inventories and commodities;

research and cataloging; and procuring storing material, issuing material and financial management and accounting. Additional duties include but are not limited too planning, directing, controls, coordinates and evaluates logistics management functions.

Oversees the logistics requirements necessary to support operations of assigned program.

Essential Responsibilities :

Supervise, monitors and evaluates the staff including ensuring staff is adequately trained; coordinates, priorities and schedules workloads to ensure timely and effective completion of work.

Oversees the transfers, adjustments, turn-ins, issues, receipts and controls of all property assigned to program.

Ensure compliance of all logistic services in accordance with NASA, Navy and or other federal standards and regulations;

Statement of Work (SOW), company policies, procedures and directives.

Review and monitor budgets for logistics programs and departments notifying Logistics Manger of expenditures and limits.

Assists in the development and maintenance of Standard Operating Procedures (SOPs) for the overall effective logistics program to support the initiatives and directives of the customer.

Examine the efficiency and effectiveness of departmental procedures and recommend new initiatives and methodology in the logistics area based on requirements and priorities.

In absence of Logistic Manager, act as the company liaison with other contractors and the customer for planning, implementing and coordinating logistics initiatives.

Enters data into multiple databases, conducts extensive searches for information pertaining to complex and / or unusual supply transactions and patterns, assists hand receipt holders in preparing lost / damaged statements for lost, destroyed or damaged property and discusses problems with hand receipt holders for clarification and settlements of discrepancies.

Updates databases, retrieves data and uses data to respond to a variety of customers.

Drafts local policies, procedures, plans and guidance for supply and services operations.

Implements and adjusts procedures for receipt, storage, issue and document control of accountable supplies and equipment.

Directs personnel in making decisions and recognizing problems relating to such determinations and needs for property review, detection of discrepancy caused, and adjustments, etc.

Provides technical guidance and training to inventory control specialists. Monitors and reviews work performed.

Investigates and reconciles discrepancies and reports those that could not be resolved to the logistics manager.

Executes and establishes functions, including development or modification of local procedures in accordance with guidelines established by the logistics manager.

Responsible for training, planning, assigning and directing work, appraising performance, rewarding and disciplining employees, addressing complaints and resolving problems of direct reports.

Perform all other position related duties as assigned or requested.

Minimum Position Knowledge, Skills, and Abilities Required :

High school degree or equivalent required, bachelor's degree in business or related field preferred and at least 5 to 6 years of supervisory experience in one or more of the following : logistics services, material management, transportation, material handling, use of information systems in logistics management or equivalent training and work experience.

Military work experience desired but not required.

Excellent analytical and communications skills; must posses planning / organizing and leadership skills.

Must have a valid drivers license.

General understanding of current systems and methodologies.

Positions may require the ability to obtain and maintain a US Government Security Clearance. Note : US citizenship is required to obtain a US Government Security Clearance.

Work Environment, Physical Demands, and Mental Demands :

Work is performed in a variety of settings including an office environment, warehouse and outside with occasional exposure to Hazmat materials in proper containers.

Regular lifting to 50 pounds, constant use of sight abilities while reviewing documents, constant use of speech / hearing abilities for communication, constant mental alertness, must be able to work under deadlines.

CONUS : Generally works in normal office environment, but may be required to travel domestically and internationally on short notice, to austere environments, under harsh living conditions.

OCONUS : Some positions will be assigned to overseas locations where living and working conditions at assignment location could be remote and uncomfortable, with long hours, exposure to weather, dust, and hazardous / harsh conditions

Job Requirements

  • High school diploma or general education degree (GED). Minimum 1 year experience in traffic operations preferred but not required.

The Senior Buyer - Procurement / Logistics will work with design partners, operations teams and vendors to ensure timely, accurate and cost-effective procurement and installation of equipment for construction projects.

Key Responsibilities

General

  • Responsible for direct report(s) within the EQUIP Business Unit across multiple projects and the company.
  • Communicate with project team members and vendors to fulfill scope of work, and schedule requirements per contract documents.
  • Prepare submittal documents for review and approval by Client and / or McCarthy; manage the submittal process.
  • Managing change in product or equipment items throughout the equipment planning, procurement, logistic process; assist in change order pricing if needed.

  • Responsible in the development of Requests for Proposal (RFPs)
  • Responsible for creating project budgets by soliciting vendor quotations, updating equipment database, and running reports to monitor progress and cost trends.
  • Responsible for pricing negotiations, including terms and conditions that meet client expectations.
  • Responsible for issuance of purchase orders meeting all contract requirements.
  • Build relationships with vendors and subcontractors to strengthen McCarthy’s competitive advantage.
  • Responsible in establishing national pricing agreements.
  • Obtain price quotes following procurement policy and guidelines per contract with Client.

Responsible for validating equipment database with end users, discrepancies to be taken to project PM, responsible for updating equipment database upon approval.

Obtain multiple quotes and compare, ensuring they meet specifications. Complete bid analysis, make recommendations using supporting documentation.

  • Responsible for evaluation of design and construction documents for the development and pricing of value alternative opportunities.
  • Responsible for client approved procurement validation process; validations packets, user meeting agenda and leading validation meetings with user groups.
  • Change management to include follow up correspondence on Make / Model changes, discontinued items with proposed alternate, updating Attainia with approved changes and communication with Client and Team of changes that impact budget, schedule, and construction.

Estimating

  • Responsible for pricing, either through quotes, equipment database budget pricing, or online searches, on all product items on the equipment list, within the timeframe specified.
  • Must be able to think strategically and note in the estimate ancillary or accessories that are necessary for the budgeted piece of equipment to function properly.
  • Must be able to calculate below the line costs using experience or latest costs on contingency, freight, tax, escalation, warehousing, logistics, and installation costs.
  • Critical thinking initiative for alternates when confronted with obstacles, ability to meet tight schedules and deadlines.
  • Discrete on confidential client pricing efforts.
  • Responsible for the formal presentations in a high quality and professional format for internal or external client review.
  • Manage internal deadlines and communicate status with project Manager / Director.

Logistics

  • Expedite delivery and receipt of equipment.
  • Monitor procurement and delivery schedule to completion as ordered.
  • Assist with soliciting warehouse and logistics services with Project Manager / Director.
  • Update equipment database with current delivery status of all items, along with applicable notes. Update equipment database for each item until item has been approved by Client.
