Our client seeks a Finance Section Head to support a government customer in Kekaha, Hawaii. The Section Head will oversee budgeting, forecasting, variance analysis, financial reporting, accounting, payroll, and invoicing.

They will develop tools for contract performance tracking, strategic goal alignment, and internal reporting. The Section Head will also establish a Project Controls Office and manage reporting processes for budget updates and corrective action plans.

Responsibilities :

  • Coordinate with department managers and executives to develop Annual Strategic and Business Plans.
  • Take a key financial role in the re-compete effort.
  • Develop reporting tools to capture actual performance versus budgeted performance.
  • Define revenue recognition policy and publish monthly consolidated profit and loss statements.
  • Initiate strategic tracking of missions by customer, type, and success ranking.
  • Prepare and analyze financial status reports, recommending solutions.
  • Develop reporting tools to capture monthly, quarterly, and annual performance.
  • Plan, supervise, and ensure compliance with accounting principles and policies.
  • Monitor personnel performance, provide guidance, and enforce work and safety rules.
  • Maintain financial data integrity and reconcile government cost data.
  • Collaborate with program contracts department to ensure compliance.
  • Establish and manage Project Controls Office (PCO) for cost, schedule, and performance management.
  • Coordinate with DCAA on audits, FPR, ICS, indirect rates, and labor charging matters.
  • Track strategic projects / initiatives against budget and communicate corrective actions.
  • Oversee timely closeout and reconciliation of customer projects and contracts.
  • Develop tools to capture internal initiative costs and schedule performance.
  • Prepare monthly variance reports and government reporting.
  • Incorporate performance reporting into the company's monthly report.
  • Manage and track re-compete proposal.
  • Perform other duties as required.

Requirements :

  • Bachelor's degree with 6+ years of experience.
  • Strong knowledge of government contracts, ledgers, budgets, estimating, and reporting.
  • Significant experience with government and FAR administration.
  • Strong organizational and computer skills (Word, Excel, Outlook, PowerPoint).
  • 5+ years of project management experience.
  • Meticulous in planning, documenting, communicating, and controlling.
  • Strong financial and accounting skills, understanding GAAP, CAS, FAR, and JTR.
  • Ability to track cost, schedule, and performance across projects.
  • U.S. citizenship required.
  • Secret security clearance required.
