Job Summary
The City of Bellevue Transportation Department Signal and Lighting shop is seeking a Signal Electrician for the Projects Inspection group that is self-motivated and team oriented.
The position in this classification is responsible for repair, maintenance, and inspection of traffic signals, street lighting systems, pedestrian signals, Intelligent Transportation Systems (ITS) and related electrical equipment.
Incumbents locate existing circuits; locate and / or repair defective circuits; inspect contractor installation of traffic signal systems;
and provide technical support to inspectors during construction of transportation systems.

Essential Duties and Responsibilities
- Maintains a clean, safe work environment.

- Inspects traffic signal and street light installations made by contractors for conformance to city specifications and codes.
- Diagnose and repair malfunctioning traffic signal equipment, ITS equipment and Street lighting systems.
- Locate and mark traffic signal and street lighting underground equipment.
- Develop and maintain records showing locations and types of existing underground street lighting and traffic signal systems.
- Required to respond to emergencies on a 24-hour basis. City personnel have a duty to report when emergencies impact the health, safety, and / or mobility of City residents.
Qualifications
KNOWLEDGE, ABILITIES & SKILLS
- Extensive knowledge of electrical circuitry, Traffic Signal, ITS and Street lighting systems.
- Thorough knowledge of National Electrical Code, Washington State Administrative Code and City of Bellevue Standard plans and Specifications.
- Ability to diagnose electrical failures through problem solving, identifying alternative causes of malfunction, and testing of circuits to identify actual problems.
- Ability to perform on site inspections, multiple locations and create field logs.
- Ability to work safely around high voltage circuits.
- Ability to apply proper safety procedures when working in traffic.
- Ability to work from boom trucks at a height of up to 60 feet.
- Ability to operate power tools such as drills and soldering equipment in a safe fashion.
- Ability to work with tight deadlines on critical public safety equipment.
- Ability to understand and work from blueprints, engineering plans, specifications, wiring diagrams and to prepare as-built prints as needed.
- Ability to cooperate within the work group and respond to others in a courteous fashion.
- Ability to deal effectively with Contractors, Engineers, Designers, City staff and the public in a courteous and effective manner.
- Computer aptitude and interest and / or training as it relates to this position.

- Ability to become Standby Qualified Status and must be obtained before advancing to Journey Classification Step 6. Training will be provided to ensure you reach this step.
EDUCATION, EXPERINCE, AND OTHER REQUIREMENTS
- Possession of a Journeyman Electrician License (EL01) issued by the Department of Labor and Industries and four years of experience as a journey level electrician after obtaining an EL01 License required.
- Possession of a current, valid Washington State driver's license and a good safety and driving record.
- Possession of an IMSA Level I or II Certification as a Signal Electrician, or the ability to obtain within 2 years.
- Possession of a Washington State Traffic Control Flaggers Card, or the ability to obtain within 1 year.
- Must have or be able to obtain a Washington State Class B Commercial Driver's License and valid medical card, within six months of employment.
- Selected candidates who possess a current CDL, must pass a pre-employment drug and alcohol test (consistent with Federal Laws requiring drug and alcohol testing for all job classifications requiring a CDL).
- Selected candidates who do not currently possess a CDL will be subject to a drug and alcohol test upon obtaining CDL in accordance with DOT rules and regulations.

Electrician
A Licensed or Non-Licensed Electrician installs basic electrical equipment and systems in accordance with all applicable plans, specifications, codes, and industry standards.
You will be responsible for :
Assembling, installing, testing, and maintaining electrical or electronic wiring, conduit, cable, equipment, components and devices associated with electrical equipment, following blueprints of electrical layouts and building plans.
Installing and mounting electronic controls, device, panels, sensors, and components.
Performing interlock wiring as required.

ELECTRICIAN
Job Details
The Electrician is responsible for all electrical systems onboard including but not limited to; power generation systems, power distribution systems, engine room systems, fish processing systems, hotel systems, bridge systems and deck systems.
REPORTS TO : Chief Engineer and Port Engineer
WORK HOURS : Regularly scheduled for 12 hour shifts, may be required to work additional hours due to occasional urgent vessel needs.
Shipyard duties to be fulfilled as required or assigned.
LICENSE : Coast Guard License is not required but is considered a plus.

- Troubleshoots electrical issues with equipment, gives recommendation for resolution
- Repairs or replaces wiring equipment or fixtures, using hand and power tools.

- Demonstrates competency working with and troubleshooting PLC systems
- Works directly with Chief Engineer to ensure that all electrical systems are operational and safe for all personnel.
- Inspects electrical systems, equipment or parts to spot hazards, defects or the necessity for adjustment or repair and to confirm compliance with applicable codes.
- Diagnoses faulty systems, apparatus or parts using equipment and hand tools to find the reason for a breakdown and correct the problem.
- Places conduit within selected partitions, walls or alternative areas and pull insulated wires or cables through to finish circuits between boxes.
- Demonstrates competence in managing Lock Out / Tags Plus and energy isolation procedures
- Works with the Chief Engineer in order to keep the electrical systems in compliance with all regulatory and classification regulations.
This includes , DNV, FCC, OSHA.
- Performs routine and annual maintenance of all electrical systems based on manufacture recommendations.
- Directs and trains other engineering staff to put in, maintain or repair electrical wiring, equipment and fixtures.
- Ensures compliance with applicable sections of the Safety Management System. Is knowledgeable and conversant on applicable policies and procedures contained in the SMS
- Maintains electrical parts list and inventory, orders supplies through Chief Engineer.
- Maintains workshop, work areas and supplies in orderly fashion in compliance with regulatory standards.

QUALIFICATIONS
- Associates or technical degree preferred.

- Knowledge of factory trawler electrical equipment and sequential automated processing.
- Strong understanding of switchboards, power generators, PLCs and controls and navigation electronic equipment preferred.
