About the Department

The Emergency Communication Center is staffed 24 hours a day and has the ability to receive emergency calls, notify the University of Chicago Police Department and 911 of an emergency, and monitor certain areas of the campus remotely from video cameras situated in strategic locations.

Job Information

Job Summary :

The Communications Center Dispatcher receives all emergency and non-emergency incoming calls to the Emergency Communications Center (ECC), and solicits descriptive information to determine the nature and urgency of the request, location, and scope of the incident.

Responsibilities :

• Obtains and records all information regarding type of incident, exact location, and other pertinent information including potential threats, risks or hazards that responding units may encounter.
• Dispatches appropriate police or public safety units to incidents based on priority and standard operating procedures.
• Maintains radio contact with all field units. Informs field units of potential threats, risks, and hazards such as involvement of weapons, hazardous materials, or violent subjects.
• Monitors the Chicago Police Zone radio. Maintains accurate records of requests for service and other departmental activities.

Informs supervisor of emergency incidents or situations.

Performs general support duties related to dispatch activities including data entry. Monitors Law Enforcement Agency Data System (LEADS).

Answers emergency and public safety telephone lines.

Receives, coordinates, and disseminates information obtained from calls (Emergency and / or Non-Emergency) on telephone, radio, and walk-in requests.

Monitors alarms (burglar, panic, hold-up, fire, temperature, etc), dispatches appropriate personnel, and makes required notifications.

Contacts the city of Chicago Office of Emergency Management and Communications (OEMC) to request police, fire, and other assistance as needed.

Assists Department of Safety and Security personnel with requests for notifications, Chicago Police assistance, name checks and other assistance as needed.

• Answers incoming calls for transportation and dispatches the appropriate transportation unit.
• Notifies supervisor of malfunctioning communications devices. Competencies :

• Excellent verbal and written communication skills required. Excellent typing skills required.
• Read, write, and effectively communicate in English required. Ability to read and interpret maps.
• Operate telephones, radios and a multiple screen computer console linked to a computer-aided dispatch communications system.
• Sit for long periods of time.
• Ability to speak concisely required.
• Hear accurately, especially when listening to radios and telephones.

Additional Requirements

Education, Experience, or Certifications :

Education :

High school diploma or GED required.

Experience :

• One to three years of high volume customer service and / or public contact experience.
• One year of relevant police dispatch, public safety dispatch, or security dispatch experience preferred.
• Experience with computer-aided dispatch (CAD) system preferred.

Certifications :

Law Enforcement Agency Data System certified or eligibility for certification training.

Technical Knowledge or Skills :

• Knowledge of law enforcement and emergency services required.
• Knowledge of computers, including Microsoft Office Suite and Microsoft Windows required.
• Learn the practices and procedures involved in public safety communications and operate radio / telephone receiving and transmitting equipment required.
• Learn the geography of the University, the jurisdictional boundaries of the area served, and the location of streets and important buildings required.

Work under stress and exercise sound judgment in emergency situations, adjusting quickly to changing situations.

• Working knowledge emergency communications systems including multiple two-way radio systems, Computer Aided Dispatch (CAD) system, alarm receiver, video monitoring systems, access control systems, emergency mass notification systems, and telecommunications systems.
• Accurately type 25 words per minute or more.

Working Conditions and Physical Requirements :

Work weekends and different shifts on a rotating basis.

Pay Rate :

General Statement

Under immediate supervision of a Civil Engineer (Water Ways Control Division), during an assigned shift, directs and coordinates the operation of high voltage electrical transmission equipment that involves connections with the Commonwealth Edison Company and electric system of the District.

• In accordance with general and detailed orders, directs the proper interchange of power between public utilities and the District by communicating with utility Load Dispatchers and operating personnel at District facilities.
• Issues detailed instructions to operating personnel for the safe operation and control of high voltage lines and equipment.
• Maintains records of Holds and issues Holds and clearances on lines and equipment at District facilities through Operating personnel and in cooperation with public utility Dispatchers.
• Issues orders to control distribution of loads on lines and equipment to prevent and equipment to prevent overloading or to redistribute loads in case of failure or impending of high voltage electrical apparatus.
• Maintains written records of operations, loads, interruption reports, accident reports, lake and canal elevations, rainfall and other items affecting District operations.
• Maintains normal elevations and operating parameters of the Chicago waterways system.
• Issues instructions to operating personnel to control discharge of water at the Lockport Powerhouse, Lockport Controlling Works, and intake (or discharge) of water from (to) Lake Michigan at various facilities, for the purpose of flood control and to maintain safe operating elevations.

Other Job Functions

• Initiates repair work or investigation of failures, breakdowns or other emergency conditions such as oil spills.
• Acts as tour guide in Waterways Control Room.
• Receives and disseminates information to proper authority regarding District operations, accidents, injuries, and weather information.
• Performs other duties as assigned.

Minimum Qualification Requirements

Graduation from a standard senior high school or the equivalent and seven years of experience in electrical operating work.

Substitution

Promotional Requirement

• One year of experience with the District as a Power House Dispatcher, Chief Electrical Operator or Electrical Operator II.
• Civil service status in one of the foregoing classifications.

Position Summary

The Operations Dispatcher is responsible for providing an outstanding customer experience while managing the customer’s needs in a timely, effective manner.

Each dispatcher is assigned an area zone and is required to prioritize calls by requested times, size of customer, and customer need.

A dispatcher is directly responsible to ensure work is being done in the most efficient way possible while driving productivity to meet goals set by management.

• Route and send daily orders into the system to the driver’s route while maintaining communication throughout the day with the driver

• Work a Saturday rotation as instructed by management
• Enter customer issues into the system for management to review
• Report damage and / or accidents to roll-off operations manager

INDEPENDENT CONTRACTOR DISPATCHER

Note : We do not offer or promise full-time employment with either a client railroad or with Hallcon. We do not hire or train people off the street for the rail industry you must be a fully qualified, FRA certified locomotive engineer, have current licensure, and have a proven positive safety / performance record.

ESSENTIAL DUTIES AND POSITION INFORMATION :

• Commuter and freight rail dispatching duties as required by the client.
• Both freight and transit / commuter opportunities.
• Short-term temporary engagement of your services as an independent contractor.
• Paid travel, meals, and lodging while performing service.
• No long-term employment commitment.
• Reasonable flexibility to accept assignments when you are available and able to be deployed.

• Clear background check and no driving-related alcohol or drug related convictions within the last 3 years.
• FRA Control of Alcohol and Drug Use screening required for each assignment (49 CFR Part 219)
