Summary

The Volpe Center seeks an Executive Assistant for the Volpe Center Director for Research and Innovative Technology, assisting in the efficient and effective management of the executive offices, assisting in the delivery of programmatic responsibilities related to the Center's technical projects and administrative support functions.

The employee also performs special projects which cover a range of issues that result in providing pertinent analysis and information that influences decisions.

Duties

The Executive Assistant :

Maintains the Director's schedule and keeps the Director informed of appointments, conferences, and facilitates travel arrangements.

Appointments are scheduled to ensure efficient utilization of time and diplomacy is used to cancel or reschedule appointments in favor of those having higher priorities.

  • Develops and maintains a system of records to document and track correspondence and proactively follow-up to expedite actions.
  • Receives visitors, calendar invites and telephone calls to the Director. Uses discretion, sense of timing and propriety, and an understanding of supervisor's interest in making proper disposition of calls or visitors.
  • Prepares management communication, analysis and reports on data, and organizes the data to deliver briefings to managers, that include, guidance on techniques for management and methods improvement;

analyzing and advising on proposed reorganizations or realignment of administrative functions; and developing new processes, data, tools, training, manuals and directives covering the administrative aspects of the organization and its oversight.

Leads efforts and studies for determining, developing, evaluating, and interpreting complex administrative processes and evaluating indirect budget resulting in recommendations and process improvements.

The ideal candidate has served as a lead in an administrative role with responsibilities for determining and interpreting certain administrative policies and procedures to be used throughout an organization.

Superb communication skills are a must as this position will convey technical and administrative management requirements to employees, peers, executives and contractors across the agency.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include :

  • Experience performing analysis and develops reports on processes, policies, procedures and technical outcomes. Conducts administrative studies and analyzes practices and procedure to identify solutions.
  • Experience providing technical guidance to the administrative support staff to include review of work submitted for the executive offices, providing guidance, and developing necessary training while ensuring adequate administrative support for the executive offices.

To qualify for the GS-11 on Education alone, you must have :

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include :

  • Experience leading the examination and analysis of complex administrative support procedures, processes and matters, develops reports on processes, policies, procedures and technical outcomes.
  • Experience leading efforts and studies for determining, developing, evaluating and interpreting administrative policies, and procedures.

Examines, analyses, and ensures administrative processes are operating at the greatest level of effectiveness.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas :

  • Knowledge and skill in applying analytical and evaluative methods in the assessment and improvement of administrative program operations and administrative management processes to improve efficiency of operations.
  • Skill in conducting research and preparing internal and external correspondence, reports and briefing books, and budgets sufficient to recognize essential data and provide concise, pertinent summaries of information.
  • Skill in effective oral communications and knowledge of basic public relation principles to promote a harmonious relationship with Congressional offices, state and local government officials, various federal agencies, and the public.
  • Knowledge of grammar, spelling, punctuation and required format, and skill in writing letters, correspondence, reports, and other documentation, and in summarizing this information for use by others.

Qualifications

Minimum Qualifications :

  • Education : Possesses a Doctor of Medicine degree or a Doctor of Osteopathy degree from an approved school of medicine or osteopathy.
  • Experience : Successful completion of an accredited Family Medicine Residency. The applicant must have a minimum of 35 hours of direct patient care in the past year.

Applicant must have a minimum of 3 years' experience in the last 10 years having served as a privileged flight surgeon at a US Military installation.

  • Licensure : Current, unrestricted medical license from any state

Responsibilities

Work Schedule :

Monday-Friday, 9 hours between 7 : 00am and 5 : 00pm, with a one-hour lunch

No Call, No Weekends, No Holidays!

Core Position Duties : The duties include, but are not limited to the following :

Clinical social worker is required to function in a patient-centered medical home (PCMH) location as a full-time equivalent provider as an internal behavioral health consultant (IBHC) and / or Behavioral Health Care Facilitator (BHCF) as outlined in DoDI .

15 Integration of Behavioral Health Personnel Services Into Patience-Centered Medical Home Primary Care and Other Primacy Care Service Settings and the BHOP Practice Manual.

Internal Behavioral Health Consultant in the Patient Centered Medical Home (PCMH). The type of work may include, but not limited to, the following :

Participates in and successfully completes two phases of Air Force IBHC training. Demonstrates core competency skills to IBHC independent practice within 90 days of starting.

The 90-day threshold for demonstration of core competency skills will be extended if the Air Force is unable to provide training opportunities within 90 days.

  • Phase I training is approximately four days onsite at a CONUS location. The candidate shall have a % pass rate (minimum of a "3" rating in each competency area of the clinical competency tool) before proceeding to Phase II.
  • Phase II training will occur within 90 days of completion of Phase I training for a two day course. The candidate shall have a % pass rate (minimum of a "3" rating in each competency area of the clinical competency tool) in order to be deemed acceptable for the position.
  • Provides brief (typically no more than four appointments) cognitive / behavioral interventions in primary care under the Air Force consultation model (i.

e., per the Air Force Behavioral Health Optimization Program Practice Manual). Services will mimic the pace of primary care (i.

e., patients seen for 15- to 30-minute appointments).

  • May provide classes in format appropriate for primary care (e.g., stress management class, sleep enhancement class, chronic pain class).
  • Works independently in the absence of direct oversight and adheres to Air Force values. Effectively uses appropriate communication format in addressing and resolving professional issues.
  • Must be skillful and tactful in communicating with people who may be physically or mentally ill, uncooperative, fearful, emotionally distraught, and occasionally dangerous.
  • Must possess organizational, problem-solving, and communication skills to articulate medical requirements to patients, families / care givers, medical and non-medical staff in a professional and courteous way.
  • Successfully consults with PCMs on-demand about general issues and specific patients.
  • Ensures PCMs receive same-day verbal and / or written feedback on patients referred.
  • Delivers brief presentations / trainings to primary care team members regarding behavioral health issues and IBHC services.
  • Participates in team efforts to develop, implement, evaluate, and revise clinical pathway programs needed in the clinic.
  • Provide concise documentation of care and recommendations in the patient's electronic medical record within the allowable timeframe defined by the MTF standard after the patient is seen.
  • Effectively manage a full daily patient load, as defined by the Mental Health Business Practice Standards and BHOP Manual of completing approximately 8-14 patient encounters per day
  • Duties may include supervision of providers who are in training or not fully licensed.
  • Duties may include participating in Air Force-approved research projects relating to Primary Care Behavioral Health.
  • Consults with medical personnel, legal authorities, and military commanders as required.
  • Participates in military-specific training (e.g., use of the Air Force Guide for Suicide Risk Assessment, Management, and Treatment, pre-post deployment screening, PTSD, and combat stress, etc).
  • Attends and participates in meetings during normal duty hours and professional staff conferences and other appropriate professional activities such as, but not limited to the following : quality improvement meetings, professional staff meetings, commander's staff meetings, primary care staff meetings, and others required by applicable regulations, MTF guidance, or as directed by supervisor.

Care Facilitator (CF) in a Patient Centered Medical Home (PCMH). The type of work may include, but is not limited to, the following :

  • IBHCs who are assigned to MTFs that have between 3, and 7, adult enrollees in the Family Health Clinic will provide both IBHC and CF services per the BHOP Manual.
  • Participates in and successfully completes Air Force care facilitator training. Demonstrates core competency skills to CF independent practice within days of starting.

The -day threshold for demonstration of core competency skills will be extended if the Air Force is unable to provide training opportunities within days.

  • Care facilitator training is an interactive computer-based training that is approximately three days in length. The candidate must complete all CF training requirements before engaging in CF patient care services.
  • Contact referred patients to assess medication treatment adherence for depression, anxiety, and PTSD disorders.
  • Use validated brief symptom inventories to assess current symptom severity.
  • Assess barriers to treatment adherence and help patient problem-solve solutions to barriers.
  • Provide patients with education regarding their behavioral health condition and treatment regimen.
  • Maintain patient information in a patient registry.
  • Maintain accurate and current notes in the electronic medical records of all patients contacted for review by the managing physician.
  • Performs case management functions.
  • Attends and participates in meetings during normal duty hours and professional staff conferences and other appropriate professional activities such as, but not limited to the following : quality improvement meeting, professional staff meetings, commander's staff meetings, primary care staff meetings, and others required by applicable regulations, MTF guidance, or as directed by supervisor.

Qualifications

Minimum Qualifications :

  • Education : MSW
  • Experience : 1) Must have one year experience in the last three years in the evaluation and treatment of patients who have pain, psychological factors affecting their physical condition, or difficulty coping with medical problems.

2) Must have at least 12 months of direct hands-on experience in the last 24 months with computer operations, basic word processing, data entry, and use of an automated medical record system.

  • Licensure; Current, full, active, and unrestricted LCSW license from any state.
  • Life Support Certification : Possess and maintain a current AHA or ARC BLS Healthcare Provider certification. Note : May obtain BLS upon acceptance, prior to start date.
  • Security : Must possess ability to pass a Government background check / security clearance.
