POSITION CONCEPT
This position is responsible for TECO Energy’s card access system, security video surveillance systems, security alarm systems and security central monitoring stations systems, with supporting responsibilities for building automation systems.
These activities include programming, developing system designs, installations, troubleshooting, preventative maintenance, administrative duties, security assessments, records retention, and emergency repairs on a 24 hour per day basis.
This position is responsible for managing external resources and coordinating internal resources for the completion of assigned maintenance and capital projects.
PRIMARY DUTIES AND RESPONSIBILITIES
- Responsible for coordinating physical security contracts to include contractor performance management, quality control, specification development, RFP process, technical evaluation of bid responses, contractor selection and evaluation, price negotiation and coordination of services with our clients.
- Administrator of card access system, digital video surveillance, security alarm and security central monitoring station systems, while providing support for building automation systems.
- Responsible for managing design, installation, operation and maintenance of card access system, video surveillance / recording systems, security alarm systems and security’s central monitoring Station.
- Responsible for maintaining an inventory of spare components for card access, security surveillance and security alarms systems.
Coordinates the implementation of approved security projects by the Corporate Security Department.
- Perform risk analysis, and threat assessments to ascertain the most effective way to deploy security assets.
- Participates in the recommendation and selection process of external contractors to provide maintenance and asset replacement services for Tampa Electric owned and leased facilities.
- Recommend and approve as required; systems, materials, products, services, standards, and policies related to Physical Security activities.
- Trains personnel in operations, maintenance, installation and utilization of card access, alarm, and video security systems.
- Participates in maintaining compliancy of all physical security systems with regulatory and governing agencies of the North American Electric Reliability Corp.
NERC), Occupational Safety & Health Administration (OSHA), National Fire Protection Agency (NFPA), Florida Building Codes (FBC), and Transportation Security Administration (TSA).
QUALIFICATIONS
Education
Required : Associates Degree in Computer Science or a related field. In lieu of a degree, a High School Diploma, and an additional two years of technical experience in physical security systems and applications may be considered.
Preferred : Software House Certified C-Cure 9000 Advanced Integrator, and ExacqVision Fundamentals and ExacqVision Enterprise.
Related Experience
Required : Minimum of four years experience in the installation, maintenance and esign of networkable card access, security alarm, and video systems.
Certifications :
Required : Certified in Software House C-Cure 9000 Installer / Maintainer.
Knowledge / Skills / Abilities (KSA)
Required :
- Working knowledge of the design, installation, and maintenance of enterprise card access systems, video surveillance systems, security alarm systems and Central Monitoring Station systems.
- Possess the ability to train others in support of this function.
- Direct knowledge of contract management and negotiations. Effective communication both oral and written. Must be proficient in Microsoft Word & Excel.
Preferred :
Operational knowledge of ExacqVision and experience in the design and operation of Central Monitoring Stations.

Working Conditions
- Responsible for providing 24 / 7 support for all emergency calls and responses to meet business needs.
- Required to work extended hours and weekends including shift changes.
- Working environment to include : hot working conditions indoors and outdoors; and during inclement / hazardous weather.
- Mandatory use of protective clothing and hearing protection. Required to occasionally work on energized equipment.
Physical Demands / Requirements
Bending, kneeling, climbing, carrying loads of 50 lbs., holding, squatting, reaching and repetitive movements to include grasping, pushing, and pulling and fine manipulation of hands.

Normal work schedule is a twelve (12) hour rotating shift with overtime work required to meet business needs.
POSITION CONCEPT :
The CCS is responsible in a line capacity to the Superintendent of Generation for the performance of all assigned operating and maintenance tasks.
The incumbent is responsible for the safe and efficient operation and maintenance of plant equipment and systems. This includes monitoring, observing, and maintaining conditions that affect the safe and reliable operation of the plant, compliance with all applicable NERC standards, and compliance with environmental permits.
In addition, the CCS is responsible for following all water management guidance, completing individual and team work assignments, and ensuring an optimum and professional response to his customer’s (Energy Control Center) power needs.
Prior to appointment to the CCS position, individuals must be able to pass (and maintain) physical requirements to allow participation on an Emergency Response Team;
including, but not limited to : physical exam / PFT (pulmonary function test), and fit tests for the personal respiratory protection equipment.
DUTIES AND RESPONSIBILITIES :
- Ensure safe work practices and station safety programs are followed. Ensure Corporate / Department (ES) / Bayside Station Policies are understood and followed.
- Successfully complete all required training and assessments within the time allocated for each position step.
- To include emergency response training (i.e. Confined Space Rescue, Hazmat, Incipient Fire, First Aid / CPR).
- Demonstrate the knowledge and skill needed to perform effectively in all operating positions; (Power Block, Steam Plant, Rover, and Control Room).
Position responsibilities include, but are not limited to; ability to perform accurate rounds, ability to perform accurate turn-overs / information sharing, perform HEC procedures, perform unit / equipment start-ups / shut-downs, perform minor repairs, initiate / work / complete work orders work orders utilizing the workman system.
Perform all maintenance assignments in a safe and efficient manner. Be able to perform at a journeyman level within the individual CCS’s core craft skill.
Provide assistance to other CCS’s with any maintenance task as (needed). Perform maintenance tasks outside of core craft skill where individual ability allows safe and accurate completion.
- Support opportunities for Continuous Improvement created by Operational Excellence Programs; (e.g. ownership of area assignments, 3-way communication, electronic logs, enhanced rounds, etc
- Foster and participate in an environment of open communication with peers, support staff and management.
- Understand and support the attainment of company and station goals.
- Keep Energy Control Center personnel, duty personnel, plant management, engineering and technical staff updated on equipment problems, system restrictions, return to service delays, and reliability issues.
- Complete turn over logs, unusual incident reports, accident reports, environmental incident reports, CEM malfunction documentation, and the capability report.
- Respond to emergencies such as personnel injuries, fires, ammonia release, bomb threats, etc. Follow documented policies and procedures to notify the appropriate personnel depending on emergency.
- Possess and utilize a complete understanding of HEC (LO / TO) procedures, confined space requirements, burn permit requirements, process hazards and their effect on plant personnel and equipment.
- Demonstrate good housekeeping practices.
- Perform other duties as assigned.
EDUCATION, (LICENSES AND CERTIFICATIONS) :
Required : Valid High School Diploma or valid GED
Preferred : A two (2) year technical degree, from an accredited institution in accordance with TECO Education Policy, in this field of work and / or a Bachelor’s degree from an accredited institution in accordance with TECO Education policy is preferred
EXPERIENCE :
Required : Minimum of four (4) years of related journeyman level work experience in a large industrial complex maintaining and troubleshooting equipment in I&C and / or electrical area.
Work experience must include preventative, predictive, and repair maintenance. Experience operating various types of industrial equipment, including : forklifts, overhead cranes, golf carts, trucks, etc.
Preferred : A two (2) year technical degree, from an accredited institution in accordance with TECO Education Policy, in this field of worka and / or a Bachelors's degree from an accredited institution in accordance with TECO Education policy is preferred.
Utility Power Plant, Process Industry and / or Petrochemical Plant experience
WORK CONDITIONS :
- Ability to be exposed to high temperature environments along with ambient temperatures and the elements
- Ability to work alone in assigned areas
- Ability to perform some work in confined spaces as well as high places
- Ability to hear speech, over radio and face-to-face, and alarms
- Possess vision of at least 20 / 30 in one eye and 20 / 50 in the other eye with or without glasses and have
- good visual perception including : depth, peripheral, and color differentiation
- Ability to climb and descend fixed ladders and up to twenty flights of stairs with sufficient balance and coordination to maneuver on and amongst ladders, stairs, equipment and curbing
- Ability to sit, stand and / or walk for long periods of time
- Ability to perform physical work while bending, stooping, squatting, reaching, pushing, pulling, lifting up to 50 pounds, and / or carrying up to 20 pounds
- Physical ability to wear a variety of respiratory devises, to include : half-face air purifying respirator, full-face air purifying respirator, SCBA, and supplied air respirator in addition to other personal protective equipment (PPE).
- Since Bayside is an electrical generation facility, the P / S Mechanics are exposed in some areas to EMF fields. Additionally, there are some very small dose exposures to microwaves and gamma radiation sources.
