Quality manager

Develops, implements, and monitors business unit quality policies and procedures consistent with company and strategic business unit objectives.

Manages strategic business unit quality activities and resources.

Continuously monitors quality data (warranty, product rectification, customer satisfaction, etc.) for improvement opportunities across the business unit.

Works with the business unit strategic group to select, manage, and facilitate continuous improvement initiatives.

  • Manages the development and maintenance of methods and systems for measuring the degree by which the business unit's quality goals, objectives and standards are being met.
  • Leads and participates in the business unit quality audit and corrective action process by providing training, facilitation, recommendations and leadership, as required, to achieve optimal results.

Assists external auditors from various quality associations. Monitors, reviews and conducts sub-contractor audits in liaison with supplier development.

  • Interfaces with marketing, operations and engineering to establish quality requirements on individual products and services on the basis of customer needs, the fit, form and function of the product, and to ensure that quality considerations are properly addressed as early as possible in the product or process design stage.
  • Monitors warranty procedures including investigation, root-cause, corrective action and follow-up to ensure that continuous improvement is occurring.
  • Collects and analyzes quality data for the purpose of identifying trends with respect to non-conformance documents
  • Analyzes, evaluates, and presents information concerning factors such as business situations, production capabilities, remanufacturing problems, statistical trends, and proposed process changes.

Reviews factors in light of quality of product and reliability of quality during production.

  • Researches, compiles, and reviews company procedures.
  • Maintains currency on regulatory requirements and quality standards.
  • Seeks new quality methodologies for implementation in support of business unit strategic initiatives.
  • Exercises authority in hiring, training, career development, performance appraisal, salary adjustments, promotion, discipline, health, safety and the general employee relations of direct reports.
  • Actively participates in the appropriate management team(s), assisting with the development and realization of strategic plans, budgets, goals and outcomes.
  • Carries out special projects as assigned.

Position Requirements

  • Strong planning, organizational, analytical, leadership, interpersonal, decision making, oral and written communication skills.
  • Thorough knowledge of company instructions, company processes and other internal procedures* Thorough knowledge of airworthiness certification requirements and regulatory bodies (TC, CAAC, FAA, etc) applicable to business unit needs.
  • MUST have prior Quality experience as it relates to FAA Part 145 Repair Station and prior FAA exposure with FSDO office.
  • Thorough knowledge of ISO 9000 quality system requirements
  • Thorough knowledge of internal audit policies and procedures.
  • Working knowledge of PC's in the current company operating system environment.
  • Working knowledge of production management computer systems.
  • Bachelor's degree in mechanical, industrial, or aerospace engineering; or equivalent / A&P certificate.
  • Supervisory experience in a manufacturing or aerospace environment, or airline maintenance..
  • NDT Level III certifications preferred.

Must be authorized to work in the U.S.

JOB DESCRIPTION : Provides engineering support to the business unit for all aspects of component repair related to development of minor repairs and continuous improvement programs.

Ensures compliance to relevant airworthiness and contractual requirements.

Essential Functions :

Identifies and establishes improvement programs through root cause analysis (i.e., repair instructions, proper sequencing, inspection criteria, gauges, fixtures, machines, etc.

analysis of turn times, work in process, non-conformance tags (NCTs), material review board (MRBs), process interruptions, other line stoppages, warranty failure modes, field reliability of repairs, investigation of repair-related field problems, line build problems, and subcontractors' repair performance.

Works with the quality department to trend the improvements.

Develops minor / major repairs (non-standard in conjunction with original equipment manufacturer (OEM), in-house process engineers, and outside services as required) under Design Approval Organization (DAO) sanction;

refines existing repair schemes to eliminate the frequent need for in-process rejects and MRBs.

Owns, generates, maintains, and updates repair process instructions, temporary overhaul data revisions (TODRs), matrix codes, etc.

  • Reviews all scrap not able to be dispositioned routinely with a view for possibility to develop future engine manual book repairs.
  • Provides input to management pertaining to repair / process implementation.
  • In compliance with company instructions and the Design Approval Organization, executes MRB reviews, addresses and documents NCTs, generates minor discrepancy reports (MDRs), and submits departure record requests for part conditions exceeding engine manual repair limits.
  • Acts as a conduit between the business unit and component remanufacturing services in resolving technical production problems.
  • Implements new repairs / processes on scheduled due dates to accomplish production objectives using project management tools.
  • Provides support and consultation services to business unit personnel and to the repair development facilities with regard to the development and implementation of new repairs and processes or repair development projects.
  • Responsible for development of cost benefit analysis on all repair projects managed. Provides cost and schedule estimates for proposed work packages.
  • Supports acquisition of manufacturing equipment as required to meet repair implementation objectives.
  • Responsible for observing all applicable safety requirements and reporting immediately any unsafe practices / conditions.

Competencies / Education

  • Bachelor of Science degree in mechanical, manufacturing, or industrial engineering preferred, or equivalent education / experience combination.
  • Knowledge of gas turbine engine maintenance, theory, and performance.
  • Knowledge of aerospace materials and manufacturing processes (i.e. bonding, metal spray (HVOF & Plasma Spray), welding, machining, heat treatment, non-destructive testing).
  • Ability to read and interpret engine manual repair instructions, inspection criteria, and part blue prints.
  • Ability to develop and design tooling / fixtures using 3D modeling software.
  • Strong technical writing skills, interpersonal communication skills, and proficient computer skills are a must.
  • Ability to make quick decisions in a fast paced and high part volume environment.
  • Working knowledge of precision measurement instruments and gauges.
  • Skill sets and capabilities; thermal spray experience, CNC machining, tool and die design / manufacture, CMM programming.

Physical Requirements

  • The ability to lift 25 / 50 pounds on an infrequent basis

Leads and supervises a maintenance crew of 3-6 technicians through all levels of Gulfstream scheduled and unscheduled maintenance to include : 12 / 24 / 36 / 72 month inspections, 5000 landing inspections, engine changes and discrepancy trouble shooting.

At times will work multiple aircraft.

  • Manages labor hours, materials and crew members efficiently. Responsible for the on time completion of their work orders while maintaining attention to detail, excellent customer service and quality workmanship.
  • Working with the Shop Foreman, keeps customers up to date on the status of their aircraft. As time permits, learns on the job the duties and responsibilities of the Shop Foreman.
  • Working with Human Resources, participates in the interviewing and selection of their staff. Writes and delivers effective employee performance evaluations and conducts counseling sessions with crew members as needed.
  • Responsible for the on-going development and training of their staff.

Requirements :

  • Gulfstream Experience
  • Airframe and Power plant License Required , high school diploma or equivalent required.
  • Minimum 1 year supervisory experience required.
  • Must qualify as a WJA Inspector.
  • Basic knowledge of operating a personal computer or laptop.

Knowledge of job-specific machines and tools, including their designs, uses, repair, and maintenance.

  • Capable of repairing machines or systems using the needed tools
  • Ability to determine the kind of tools and equipment needed to do a job
  • Able to perform routine maintenance on equipment and determine when and what kind of maintenance is needed.
  • Capable of determining causes of operating errors and deciding what to do about it.
  • Able to perform tests and inspections of products, services or processes to evaluate quality or performance.
  • Able to install equipment, machines, wiring, or programs to meet specifications
  • Ability to control operations of equipment or systems
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Able to monitor gauges, dials or other indicators to make sure a machine is working properly.

Technical Requirements

  • Working knowledge of 14 CFR 21, 43, 45, 121, 145 and Industry standards (AC7108, AC7109, AC7200, etc) for Chemical Process - Stripping, Cleaning, Plating, Painting and Sealants
  • Working knowledge of PC's in the current company operating system environment.
  • Strong planning, organizational, analytical, leadership, interpersonal, decision making, oral and written communication skills.
  • Strong project management skills.
  • Thorough knowledge of company process, company instruction and rework process instruction manuals.
  • Thorough knowledge of aerospace materials and processes.
  • In jurisdictions governed by a regulatory body or with an association that is governed by local legal requirements, registration is required.
  • University degree in metallurgy, mechanical or chemical engineering; or equivalent.
  • Experience in an aerospace or manufacturing process engineering environment.

The typical minimum level of education to perform this job competently is equivalent to completion of a university (bachelor) program in a specialized field of study and work (Aerospace, Mechanical, Metallurgical or Chemical Engineering).

Specific Accountabilities

What you'll do :

  • Directs the macro inventory planning and scheduling process according to the business plan, customer requirements, and materiel availability and forecast sales volumes.
  • Provides day-to-day materials and operations management; plans production requirements, assigns manpower, authorizes overtime and controls costs
  • Carries out inventory control functions including planning aggregate inventory requirements in accordance with business plan sales objectives, balancing company goals (cost, quality and delivery), participating in analysis of materiel procurement decisions, and developing inventory management data systems.
  • Ensures rigorous adherence to inventory costing systems; performs valuation of incoming inventory; maintains inventory costing information in systems.
  • Manages, plans and reports on the status of all inventory owned by the corporation; regularly analyzes the aging of inventory and identifies surplus materiel for disposal.
  • Produces and maintains measures of performance to graphically display performance-related strengths and weaknesses and to identify improvement opportunities in materials management.
  • Coordinates design and implementation of supply chain related quality systems; establishes and implements operating policies and procedures needed to achieve the corporate strategic operating goals;

reviews and recommends updates to company instructions and materials management procedures.

  • Coordinates and liaises with other leadership roles to ensure production standards and goals are achieved.
  • Cultivates on-going relationships with outside supplier and vendor organizations.
  • Manages logistics functions. Develops short- and long-range logistics strategies.
  • Designs, modifies and maintains international logistics strategy for shipping materials and products to, between, and from all company locations and customers.
  • Investigates and implements new procedures and methods to reduce transportation costs.

Negotiates terms, conditions, freight rates and classifications with carriers for services and preferential rates. Audits and approves payment of freight bills.

Sets performance goals; prepares various freight cost analyses and measures of performance to determine level of effectiveness and efficiency.

  • Knowledge of FAR, DFAR and compliance requirements for CPSR and Small Business Goal Objectives
  • Aviation related procurement experience is a plus
  • Excellent coaching skills and a proven ability to create an inspiring team environment with an open communication culture
  • Bachelor's degree in Business Administration, or related field required. Master's Degree preferred.
  • A minimum of 7+ years of Supply Chain management experience preferred
  • 4 +yrs. of proven leadership experience preferred.
