SATCOM Security Engineer

Qualifications

Required Qualifications :

  • Knowledge of Navy SATCOM security architectures, TRANSEC requirements, and federal agency certification / approval processes.
  • Experience developing and working with SATCOM security architectures, such as Direct Sequence Spread Spectrum (DSSS) technique and End Cryptographic Unit (ECU) devices.
  • Experience developing Key Management Infrastructure (KMI) including key management, key generation, and key sharing architectures in coordination with federal agency and associated security policies
  • Current / active Secret clearance and eligible for TS / SCI.

Desired Qualifications :

  • Bachelor's or Master's Degree in Electrical Engineering, Cybersecurity, or Computer Science (minimum 10 years of experience)
  • Excellent writing and verbal communication skills, and email etiquette
  • Proactive self-starter; work well independently and with teams in a collaborative environment

Responsibilities

Provide security engineering support to the U.S. Navy Wideband Anti-Jam Modem System (WAMS). Work with the Assistant Program Manager (APM) and Chief Engineer (CE) to develop system requirements, support system engineering execution, and participate in technical and programmatic exchanges with internal and external stakeholders to include Navy, Space Force, Space and Missile Defense Command (SMDC), and Defense Information Systems Agency (DISA).

Participate in program technical reviews; provide expert input and recommendations on cybersecurity issues to support system development and program execution.

Identify requirements to obtain federal agency approval of security components used by the WAMS program. Develop a Key and Certificate Management Plan (KCMP) and coordinate KCMP approval with federal approvers.

Coordinate with other Navy program offices, DISA, and other external stakeholders, as required for Transmission Security (TRANSEC) issues impacting the WAMS programs.

Security Specialist

Qualifications

Required Qualifications :

  • Top Secret clearance and four (4) to six (6) years of industrial security experience in a Department of Defense (DoD) or government environment.
  • In-depth knowledge of the National Industrial Security Program (NISP), Intelligence Community Directives (ICDs) and DoD 5200 series manuals, their implementation into a Defense Industrial Base Contractor Security Program, and how they pertain to the general safeguarding, control, transmission, disposition, and retention of classified material.
  • Experience processing and providing guidance on classified marking, classification management and derivative classification.
  • Experience using US Government on-line programs such as the Electronic Questionnaires for Investigations Processing (e-QIP), Defense Information Security System (DISS) and Secure Web Fingerprint Transmission (SWFT);

and knowledge of automated security management systems.

Experience supporting Defense Counterintelligence Security Agency (DCSA) Security Reviews as well as internal self-inspections to ensure compliance with the National Industrial Security Program (NISP).

Desired Qualifications :

  • Bachelor's Degree in Security Management, Criminal Justice, History / Government, Communications or related area. Equivalent experience will be considered.
  • Completion of an FSO Program Management for Possessing Facilities Course and other Defense Counterintelligence Security Agency (DCSA) Center for Development of Security Excellence (CDSE) security training certificates.
  • Documented completion of a Contractor Special Security Officer (CSSO) and other IC security training certificates is preferred

Responsibilities

The Security Specialist will assist the FSO with creating, coordinating, and implementing security policies and procedures pertaining to the safeguarding of classified information and participate in annual Defense Counterintelligence and Security Agency (DCSA) Security Reviews and other government security inspections.

The position will require the candidate to determine and execute the proper actions on incoming and outgoing classified material including classification / declassification, downgrading, safeguarding, access, disposition, reproduction, accountability, retention and destruction.

The position will require the individual to have an understanding of Personnel Security (PERSEC) to include processing security clearances, fingerprinting, security education training and maintaining personnel security records.

Physical Security duties will included creating badges, access control, oversight over DCSA approved Closed Areas and Open Storage Areas and Intrusion Detection System (IDS) management.

Other duties include processing government credentials (i.e., CACs, SIPR tokens, etc.), conducting initial security briefings for new hires, and interacting with government security reps.

Assist the FSO in conducting semi-annual self inspection and preparing for DCSA Security Reviews.

Data Analyst - Industrial Training

Qualifications

Required Qualifications :

  • Bachelor's degree in technical field, including engineering, data analysis, operations, statistical analysis, mathematics, etc.
  • 3+ years experience supporting Navy or other DoD program or project management efforts, and proven experience analyzing program execution metrics, schedules, and development plans to support regular senior leader decision making, with the ability to simplify complex problems and make actionable recommendations
  • Experience working with an interdisciplinary team, and ability to take initiative to independently tackle analytic challenges
  • Proficient in using Microsoft Office, specifically advanced Excel, Word, and Power Point to analyze data and eloquently communicate to decision makers
  • Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment

Additional Qualifications Desired, but not required :

  • Experience in analytic tool development, software development, or coding.
  • Experience in or desire to work in an industrial or shipyard environment.
  • Experience with and knowledgeable of DoD or Navy requirements and program office organizations and processes

Responsibilities

The Program Analyst will provide data analysis support to undersea platform acquisition and industrial manufacturing activities, with a focus on supporting client leadership decision making through detailed analysis and coordination.

In this role, you should expect to independently engage with client leadership and SPA team members to identify and address program data analysis needs, with a focus on applying data analytics and engineering problem solving skills to the development of analytic tools, data visualization, and integration and analysis of client data systems.

This position is primarily located at our client's facility in Philadelphia, PA on the Philly Navy Yard, with potential for light telework.

Modeling and simulation experimentation techniques; and the application of Machine Learning & Artificial Intelligence technologies for Rapid Defense Experimentation Reserve (RDER) program within the Joint Staff J7 Joint Wargaming and Experimentation Division (JWED).

This effort will provide Navy Information Warfare Center Pacific (NIWC-PAC) with : experimentation, data analysis, network architecture integration, modeling & simulation, software engineering research and development services to the Joint Staff J7 Joint Wargaming and Experimentation Division (JWED).

Experimentation will entail the full range of new initiative experimentation including system requirements, design, implementation, and validated metrics for the meeting of identified Concept Required Capabilities (CRCs).

This effort will also examine the architecture, engineering, functionality, interface and interoperability of proposed initiatives that are developed and submitted to meet DoD CRCs.

The initiative evaluations will include operational experiment design and construction, operations and requirements analysis, concept formulation and development and feasibility demonstrations.

Additional efforts will include requirements verification and validation, engineering / functional analysis, technical documentation, machine learning & artificial intelligence utilization, networking data design and integration with the Joint Experimentation Network (JExNet) as well as modeling & simulation testing, evaluation and demonstration.
