Basic Qualifications :
- An active Top Secret SCI security clearance. Must undergo a CI Polygraph.
- 7 - 10 years of related experience.

- Review the specified percentage of investigation reports for compliance with Federal Investigative Standards and applicable implementation plans within the mandate timeframe.
- Coordinate with branch chiefs on issues identified in record audit.
- Create and deliver metrics reports for each Investigative Service Provider monthly, or as requested by the government.

- Document status of all issues, to include resolution, in the Quality Audit Report Tracker (QART).

Parsons is looking for a talented Aviation Resident Engineer to join our team! In this job you will get to work on one of the largest airports in the US.
This person should have demonstrated knowledge of and experience with multiple construction project contract delivery methods, including but not limited to Design-Bid-Build, Design-Build and CMR Contracts and their execution.
Knowledge of and experience in reviewing and understanding a contractor's Safety Plan and QC Plan is also expected. Must have experience in reviewing a Document Control plan and utilization of Project Procedures Manual.
Knowledge of scheduling, spreadsheet, document and database software (such as PMWeb, P6, Microsoft Office packages and others)
SPECIFIC RESPONSIBILITIES :
Provides input regarding scope of work, schedules, procedures, field construction problems, and other technical information.
Monitors budget estimates and staffing requirements for the defined scope and schedule.
- Establishes and maintains a close working relationship with project design engineering, client representatives, and contractors
- Responsible for coordinating efforts of the contractors
- Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees.
Ensures that personnel of the assigned group engage in safe work practices in compliance with site-specific safety procedures and industry standards.
- Responsible for evaluating the progress and quality of construction activities in conformance with approved schedules and budgets
- Review and approval of Progress payment applications
- Monitor and supervise the field coordination and inspection of critical elements of the work
- Review bid package documents as issued by design consultants for constructability, omissions, clarifications required and for coordination between design disciplines recommend changes as required.

- Review General Conditions as to its suitability for each bid package and overseeing of performance.
- Assist the Client and Project Manager at pre-bid meetings and pre-construction meetings.
- Expedite resolution of construction problems
- Monitor and manage all field directives and compliance therewith
- Obtain Daily Reports from all Contractors
- Prepare Resident Engineer's Weekly Report
- Oversee Quality Assurance Program for each assigned contract in Concert with Quality Assurance Manager. Monitor Design Consultant inspections
- Establish and conduct weekly Construction meetings
- Manage schedule updates, provide and / or approve any logic changes to original plan
- Review, approve and certify contractor request for payment
- Determine that insurance, bonding and contract requirements are properly executed and maintained.
- Coordinate separate contractor's lay down areas, office locations and equipment placements.
- Coordinate construction interface with local utilities through the Utility / Agency Coordinator
- Participates in negotiation, preparation and review of Change Orders.
- Participates in project close out and client occupancy
- Other tasks as may be assigned.
- Provide advice on field engineering procedures, construction methods, and financial matters to management.
EDUCATION / EXPERIENCE :
Bachelor's Degree in engineering or construction-related field, or equivalent construction-related work experience, as well as 8+ years of experience in field construction is required.
Experience in the construction of large civil / structural and / or industrial projects, particularly airports, at domestic and / or foreign locations is preferred, including some supervisory experience.
SKILLS / COMPETENCIES :
Requires knowledge of engineering and construction-related processes, as well as industry practices. Also requires excellent written and oral communication skills, a familiarity with CAD and other PC software packages typically associated with engineering and construction.

T4 Program Summary : The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012.
Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts : Site selection and engineering, construction, environmental and fire / life safety, equipment installation and testing, CAD, and other technical services as required.
Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.
S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

The Quality Inspector Senior will be responsible the quality control, oversight, and installation for various electrical installation and reconfiguration work at various FAA facilities across the nation.
The Quality Inspector Senior will report directly to the Regional Program Manager. The FAA facilities require a variety of electrical trade functions such as the installation and repair of equipment for the generation, distribution, or utilization of electric energy.
Duties include but are not limited to : Oversite and coordination the follow activities :
The installation or repairs of any of a variety of electrical equipment such as transformers, switchboards, controllers, circuit breakers, motors, heating units, conduit systems, receptacles, or other transmission equipment, working from blueprints, drawings, layouts, or other specifications, Locating and diagnosing trouble in the electrical system or equipment, Working standard computations relating to load requirements of wiring or electrical equipment, Using a variety of electrician's hand tools and measurement / test instruments.
Secondary duties required of this position will be general installation duties in relation to the electrical installations.

Responsibilities :
Performs inspections / surveillances
Implements inspection, examination, and testing procedures and records inspection, examination, and testing data.
Plans inspections, evaluations, and tests; setting up tests, including preparation and set-up of related equipment.
Evaluates the validity and acceptability of inspection, examination and testing results and reports inspection, examination and testing results.
Evaluates the adequacy of specific programs used to train and test inspection, examination, and testing personnel
Performs and documents inspections of subcontractor work.
Oversees subcontractor inspections and review of subcontractor work. Reviews and audits subcontractor generated quality records.
Performs First-Article / In-Process Inspection as needed (may include source inspection).
Ensures compliance to HSE requirements applicable for their work scope.
Documenting and communicating inspection results in a clear and concise manner
May provide technical guidance to lower-level Quality Control Inspectors.
Performs other functions associated with this position as appropriate.
Qualifications :
- 6+ years of experience in the electrical construction industry
- Construction, safety, and quality training / certifications a plus
- MS Office experience and computer proficiency required
- Must be able to repetitively lift up to 50 pounds
- Must be willing to travel 100% throughout the United States and its territories
- Must be willing to work overtime when required
- Valid driver license and ability to pass a motor vehicle record check required
- Must have, or be able to obtain, a satisfactory DOT medical examination
- Must be able to pass a pre-employment drug test
- Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.

Job Description :
We are currently seeking safety minded, team-oriented Electricians to be a part of small teams at remote job sites. The work includes installing conduit, communications cable, three phase power wires, smart meters, CTs (current transformer), and conducting electrical outages.
This position supports military installations around the United States. Transportation, travel expenses, lodging and per diem will be provided.
REQUIREMENTS :
- 3+ years of electrical experience in a commercial, industrial, or military construction environment
- 3+ years of safety experience
- Must be willing to travel 100% throughout the United States and its territories.
- Valid driver license and ability to pass a motor vehicle record check required.
- Ability to obtain / maintain access to military base.
- US Citizenship required.
DESIRED QUALIFICATIONS :
- Journeyman Certification or documented vocational training (in any state)
- OSHA 30 preferred

- NFPA 70E (standard electrical safety certification)
- Familiarity with Building Automation Controls

Estimating Strategy :
Demonstrates an understanding of degrees of uncertainty that applies to estimates as they are developed throughout the project life cycle.
Uses this knowledge to identify assumptions and risks to develop contingency proposals for the project.
- Ensures that the ranges of estimates are used to prepare an overall estimate, together with optimistic and pessimistic targets for each task.
- Ensures that estimates are continually reviewed and revised as and when new information becomes available and more is known about the project.
- Provide life-cycle costing for various estimating components.
- Top-Down Conceptual Estimating
- Ensures, whenever possible, that comparative techniques are used, e.g. estimates are based on previous experience and usage statistics.
- Uses the parametric technique where bottom-up is not feasible and / or comparative data is not available.
- Normalizes top-down estimates to reflect project factors such as escalation, currency, local market conditions.
- Bottom-Up Measurement-Based Estimating
- Able to Produce detailed estimates in a timely and efficient manner, based on Bills of Quantities / take-off and Activity Based costs.
Estimating Systems :
- Co-ordinate the cost data analysis and feedback process from contractors' tenders and project closeout.
- Promote estimating good practice
Project Controls :
- Integrate estimating data into Cost and Schedule management processes and tools
- Display knowledge and applied understanding of Earned Value Management
- Ability to clearly document report and communicate estimate information to all project stakeholders
- Display a confident understanding of industry-standard scheduling and cost management tools
Qualifications :
Bachelor's Degree in Engineering or Construction Management or related field (or equivalent work experience) is required and typically 10+ years of related work experience, as well as some experience in a leadership capacity.
An advanced degree in management or related field is preferred. Previous experience using estimating database supported software.
