Director, Quality Assurance / Quality Control : Directs the day-to-day Quality Assurance / Quality Control (QA / AC) programs for maintenance activities at the MMC and outlying points, including vendor QA for repair and return items.
Assures all maintenance standards are based on proven industry standards.
- Directs comprehensive analysis of all NJ TRANSIT Rail rolling stock performance. Isolates maintenance and performance problems, and participates in the development of campaigns for corrective action.
- Develops and maintains the Rail rolling stock QA / QC program in accordance with FTA standards to assure NJ Transit’s capital program qualifies for FTA funding.
- Develops, negotiates and implements QA acceptance programs for all new rolling stock acquisition.
- Participates in the development of technical specifications for the procurement of revenue and non-revenue rolling stock.
- Manages the activities of assigned personnel. Oversees project assignments, travel schedules to assure staff is most effectively utilized, trained and scheduled.
- Education & Skills Required : Bachelor’s Degree in Engineering or related field from a U.S. Department of Education accredited college or university, and seven (7) years of increasingly responsible experience in the engineering or mechanical field, to include managerial experience.
- Extensive knowledge of FRA and AAR regulations, and experience in implementation and ongoing maintenance of ISO 9001-2015 program desirable.
- One year of closely related experience can be substituted for each year of education required.

Summary

Attends and represents the Bus Service Planning Department’s interest at state, county, local and community meetings regarding issues affecting bus service.
Attends public and internal employee forums as required. Maintains contact with field operating locations and on-street supervisors to monitor bus service levels and ridership.
- Assists in the training of service planning staff with regards to key job tasks including ridership analysis, running time analysis, printed public information generation, and field observation / route familiarization.
- Performs other job related tasks as assigned by immediate supervisor or the Deputy General Manager of Bus Service Planning.

Monitors and controls the leasing of buses provided to private carriers for the provision of public transportation and administers bus service contracts with private bus companies for the operation of purchased transportation services.
Ensures that carriers are in compliance with all lease and contract terms and conditions. Coordinates with carriers and Bus Operations regarding the equipment inspections and follow-up on quality assurance audits of leased buses.
Roles and Responsibilities :
- Administers the agreements related to the purchased transportation service contracts including the processing of payments, preparation of contract amendments, administration of equipment leases, coordination of service adjustments, etc.
- Collects, analyzes, and reports on service data such as carrier performance, ridership, and revenue trends.
- Participates in the RFP process for the procurement of contracted bus service to include assisting the manager in the preparation of statistics and all data relevant to the procurement process
- Participates in the technical evaluation of submitted proposals during the procurement process of bus service contracts.
- Participates in Internal Audit reviews of Private Carrier Affairs programs, develops solutions for implementation of efficiencies in processes, and implements audit recommendations as required.
- Negotiates with private carriers and / or ferry providers on planning, compliance, routing, and operations that affect the services provided to the public, and / or the financial position of NJ TRANSIT, or are guided by federal and / or state regulations.
Resolves issues by recommending and implementing appropriate action.
- Administers equipment lease agreements for the provision of public transportation services owned and operated by private bus and ferry service providers.
- Coordinates and implements the purchase, installation, operation, and maintenance of capital funded equipment purchased under various State and Federal programs including, but not limited to the Private Carrier Capital Improvement Program, the Ferry Capital Improvement Program, and the Section 5307 Passenger Ferry Grant Program.
- Reviews and prepares plans and specifications for the procurement of bus and / or ferry related equipment, fixed facilities and other non-revenue support vehicles and equipment in accordance with the approved capital program.
Coordinates procurement of equipment, and prepares leases and amendments.
- Develops and coordinates special projects involving private carriers and / or ferry providers, including but not limited to, FTA requests, NJDOT projects, etc.
- Investigates and responds to a variety of complaints, inquiries, correspondence, and referrals

- Reviews contractor and departmental Quality Assurance / Quality Control programs to ensure compliance with contract requirements.

Summary :
Supervises warehouses, material management and warehouse staff under the direction of Procurement & Logistics Department management.

Inventory Management Responsibilities :
Manages a small team of warehouse supervisors and agreement personnel that is charged with ensuring that all inventory transactions are complete, and monitors, analyzes and takes corrective actions where appropriate.

- Assistance obtaining your CDL (for NJ drivers only)
CONSIDERATION WILL BE GIVEN IF YOU :
- Possess three (3) years non provisional driving experience with a valid New Jersey Driver’s License (NOT A PROVISIONAL Driver’s LICENSE), New Jersey Commercial Driver’s License (CDL) or a New York or Pennsylvania COMMERCIAL DRIVER’S LICENSE with unrestricted airbrake and passenger endorsements,
- Are able to obtain a validated New Jersey Commercial Driver’s License permit that has been stamped indicating the passing of written tests for passenger, airbrake and general knowledge endorsements.
The expiration date on the permit must be valid for at least fourteen (14) days beyond the first day of the scheduled training program,
- Have a safe driving record that is in good standing with less than five (5) accumulated points,
- Are available to participate in the structured training program for twenty-one (21) to twenty five (25) business days, Monday through Friday from 8 : 00 am 4 : 30 pm (perfect attendance at training is required)
- Pass our company’s interview process, background check and physical examination to qualify for a medical certification (physical exam includes a drug and alcohol screening)
All qualified individuals are encouraged to apply. NJ TRANSIT will provide resources on obtaining a NJ CDL, but Qualified Applicants who possess a Commercial Driver’s License (CDL) with Passenger and Air Brake endorsements will be given primary consideration.
