JOB SUMMARY
Assist the MARCENT Command Security Manager in providing security management support with expert level proficiency in both personnel and information security.
Primary Responsibilities
- Assist in the management of personnel, information, industrial, and physical security programs for MARCENT. Including :
- Assist with verification of security clearances, visitor requests and procedures surrounding security clearances for all personnel within MARCENT including Military, Civilian, and contractors.
Maintenance and processing of the various personnel security systems and programs, including : JPAS, CATS, and eQIP maintenance and processing
- Proper Storage and dissemination of both classified and controlled unclassified information, including : providing support in the handling, marking, storage, safeguarding, and destruction of classified and controlled unclassified material / information.
- Proper enforcement of physical security standards and regulations, including : Badging system maintenance and processing
- Prepare unclassified and classified reports and briefs as required.
Basic Qualifications
- Knowledge of DISS (Defense Information Security Systems) maintenance and use.
- Knowledge of e-QIP (Electronic-Questionnaires-for-Investigations-Processing) maintenance and use.
- Knowledge of NBIS (National Background Information Services) and existence.
- Can demonstrate the proper handling, marking, storage, safeguarding, and destruction of both classified and controlled unclassified material / information.
- At least 2 years’ experience working in at least two of the following security specialty fields : Information, Personnel, or Physical.
- Active Secret clearance
Preferred Qualifications
- Expert knowledge of DISS maintenance and use.
- Expert knowledge of eQIP maintenance and use.
- Knowledge of NBIS and NBIS eApp maintenance and use.
- Can teach proper handling, marking, storage, safeguarding, and destruction of both classified and controlled unclassified material / information.
- At least 4 years’ experience working in three or more of the following security specialty fields : Information, Personnel, or Physical.
- Received formal Security Manager or Special Security Officer training from DoD services or agencies
- Valid Security Professional Education Development (SPēD) Certification
- Knowledge of the foreign disclosure process.

Pay Range $53,300.00 - $82,000.00 - $110,700.00

We are in search of a Personnel Security Specialist to be a core member of the Intelligence Group. You will support cross-overs / reciprocity actions, Continuous Evaluation Program (CEP) reportable and the initiation of Continuous Evaluation (CE) Investigations.
Requirements include, but are not limited to collect, investigate, research, document, and forward to adjudications, all reportable information from employees and contractors within the IRTPA and DNI mandated timelines.
Complete processing of all security reportable within 60 days of receipt (this includes monitoring the time it is within adjudications).
This position is contingent upon contract award.
What you’ll be doing :
- Document, file, and maintain all actions in the PeopleSoft security system of record.
- Collect all adjudicative relevant information received through automated records checks (ARC) and the CEP for employees and contractors, in the SISP mandated timelines.
- Follow-up as appropriate to ensure timely action on all Automated Record Checks (ARC) and CEP events.
- Document, file, and maintain all actions in the PeopleSoft security system of record
- Prepare accurate and quality reports of investigation
- Process quality applicant and employee background investigation initiations within 7 days to meet IRTPA mandates.
- Process quality contractor e-nominations in ten days or less in accordance with ICD 704, ICD 709, and ICPG 704.4 standards.
- Submit appropriate documentation to applicable databases to complete the National Agency Checks in less than 30 days
- Download documents and use e-PSF, the electronic filing system to drop all case related papers.
- Annotate action in the Investigations Module within PeopleSoft.
- Identify any outstanding actions on a weekly basis to the government Team Lead. Process contractor e-nomination crossover requests in two days or less and in accordance with ICD 704, ICD 709, and ICPG 704.4 standards.
- Ability to prioritize multiple tasks and projects in a dynamic environment that changes daily
- Ability to collaborate with multiple chains of commands within a component / team
What does Leidos need from me?
- Top Secret / SCI (TS / SCI) security clearance required.
- Bachelors degree or equivalent experience in a security related field with a minimum of seven years to include three years within DoD / IC.
- Excellent written and verbal communication skills and be proficient with Microsoft 365.
- Candidates will be subject to a Counterintelligence Polygraph (CI) examination.
Favorable if you have :
- Strong background in OPM Background Investigations / or Adjudication; investigative experience; (i.e., personnel security, counterintelligence, or law enforcement) at the local, state, or federal levels.
- Completion of the ICD-704 Adjudications Course, Security Fundamentals Security Certification (SFPC) Certification, and strong interviewing skills

THE CHALLENGE :
Conducts complex inventory, distribution and network studies, monitor inventory and analyzes requirements in order to develop strategies to achieve desired delivery times.
Collects, processes, and maintains data for analysis. Develops enterprise and / or program-level supply chain reports and metrics in areas such as transportation costs, parts procurement, back orders, and delivery processes for senior management.
Identifies, evaluates and develops procedures that are cost effective and meet business objectives. Recommends improvements to existing or planned logistics processes.
Monitors the external environment and internal trends to identify strengths, weaknesses, opportunities and threats (SWOT) in the supply chain.
Provides detailed analysis of end-to-end performance. Documents, tracks and reports the flow of materials and equipment between requestor, approver, buyer, vendor, freight forwarder, receiving HUB and receiving site to ensure items are being delivered from the vendor, properly received at the freight forwarder, receipts and invoices match and payments are authorized in a timely manner.
Monitors inventory and analyzes requirements to assist in the development of strategies to achieve desired delivery times and order fill rates.
Provides analytical support for projects, new business opportunities and proposals.
Coordinates logistics activities with internal / external customers.
Point of contact for order status to requestors, and supply-chain related queries to procurement and freight forwarders.
Interacts with customers to understand their distribution network.
May participate in inter-departmental task forces charged with improving supply chain performance.
Develops new and refines existing internal analysis tools.
Provides leadership and guidance to lower level analysts as needed.
Knowledge in shipping, receiving, storing, issuing stock control measures and accounting procedures.

Primary Responsibilities
The Senior Security Specialist provides technical security expertise in following security disciplines : personnel, physical / industrial, and security operations.
This position requires the ability to use security concepts, principles, and practices to analyze and resolve difficult and complex security issues for NGA’s SISG Division.
The position requires familiarity with oversight and management of Controlled Access Programs (CAP) information and the ability to provide security guidance using DoD / IC regulations and directives required for a successful collaborative environment between NGA’s internal and external customers.
- Review and update program security databases
- Perform Staff Assistance Visits (SAVs) with internal and external customers
- Interpret security policy on matters pertaining to processing, dissemination, and controlling of classified materials.
- Act as a liaison between NGA, other federal agencies and contractors
- Prepare and deliver verbal and written briefings to internal and external customers.
- Develop the required programs and operations to support tasks or requirements for monitoring and managing security operations.
- Provide the government with status reports and recommendations for decisions.
- Organize, develop and deliver concise executive-level reports and presentations.
- Experience or familiarization with Defense Information Security System (DISS), Scattered Castles, Intelligence Community Compartmented Access Request System (ICCARs), and PeopleSoft.
Basic Qualifications
All applicants must have an active TS / SCI clearance and agree to undergo a Polygraph examination to be considered for this position.
- Minimum 11 years of relevant security experience with 5 years of experience executing security programs within a government agency.
- Excellent interpersonal communication skills, to include both written and verbal.
- Experience briefing and collaborating directly with senior leadership.
- Experience conducting security inspections and staff assistance visits then review results and make recommendations.
- Experience with national security program directives and applicable DCID, ICD, DoD, and Executive Orders.
- Experience providing guidance in security measures and requirements, and knowledgeable in risk management assessments.
Education :
BA / BS A degree and 8 12 years of prior relevant experience or Master’s with 6 10 years of prior relevant experience.
Years of experience :
Minimum 11 years in executing procedures and processes to provide physical protection for personnel and company property, day-to-day damage, vandalism, loss prevention and other related security risk programs and meets required codes and regulations.
Compiles data for loss control and accident reports. Supports and conducts internal investigations in accordance with legal requirements and company policies.
Work performed at a higher level may include implementing and providing guidance to customers and management on personal or physical security issues such as security training, regulatory requirements, security policies and procedures and emerging trends in physical and or personal security.
Works to achieve day-to-day objectives with major impact on the area of responsibility. Have an in-depth working knowledge in DOD and IC intelligence regulations, be familiar with intelligence oversight principles, must possess superior writing and briefing skills, and be capable of providing polished analysis documentation.

This position has a target range for compensation of $90,000 - $100,000. This is a firm fixed price contract and does not allow for negotiations outside of this target range.
