Position Summary & Responsibilities :

Position Summary :

The Human Resources Data Analyst position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Human Resources.

This is specialized professional work which involves thorough data analysis and assisting senior HR professionals in crucial decision-making.

Work will include compiling, analyzing, and reporting data for data-based decision making, and management purposes. The suitable candidate will have significant experience within the human resources field and competent computer science skills.

Additionally, the HR analyst would help streamline HR processes by suggesting relevant insights and analyzing data about key HR processes.

This position will also analyze wage and pay information across the agency to ensure a fair pay system. This position will also gather and track information for the teleworking program, is the OrgPub Administrator, and responsible for tracking work authorizations.

Serves as the E-Verify Program Administrator and the record retention officer.

Job Responsibilities may include but are not limited to the following :

Lead on analyzing and developing critical information to be shared with executive leadership on the strategic, top-level performance measures, other quality and productivity measures which have agency-wide implications and accountability.

This is required to support and implement high-quality data-driven decision-making across the agency.

  • Work closely with the performance drivers to provide a review of the measures, explanations, and justification of identified patterns and trends in performance data, and report on those to support business decisions and the identification of areas of business improvement.
  • Provide division management with agency-wide performance information and division performance information through user-friendly dashboards, analytic reports, and presentations.
  • Manage and recommend procedures to implement that ensures data accuracy and consistency for data analysis and reporting.

This requires an understanding of data availability, data source, and the ability to validate the data.

  • Collaborate with key personnel at the agency in order to gather data, build reporting, or better understand key performance measures.
  • Responsible for timely responses to inquiries for all state, federal, and agency required performance measures to internal and external stakeholders, which include other bureaus and divisions within KDOT particularly Fiscal and Asset Management and the Office of the Secretary, other state agencies, the FHWA, and other governmental entities, counties, state legislature, to mention a few.
  • Conducts salary and wage comparisons across the agency to ensure fairness in rates and gives feedback to supervisors and / or senior leadership when appropriate.
  • Plans, organizes, reviews, analyzes, and makes recommendations on general to complex classification requests. Performs analysis by a comparison of Position Descriptions (PDs), class specifications, agency manuals and other documents;

onsite audits with employees and supervisors; also contacts other employers, surrounding states and state agencies for comparisons.

Collects and maintains several data sets for division and agency leadership. Will report on these data sets when appropriate.

Qualifications :

Minimum Qualifications :

  • 3+ years of experience working in the human resources field.
  • 2+ years of experience with data analysis, preferably dealing with HR related data and decisions.
  • Strong analytical and problem-solving skills
  • Proficient with Microsoft Office Suite
  • Capacity to apply discretion and maintain a high level of confidentiality when handling sensitive information.
  • Ability to develop and manage interpersonal relationships at all levels of the agency.
  • Excellent communication skills, both written and verbal.
  • Education may be substituted for experience as determined relevant by the agency. Transcripts are required in order for education to be considered.

Preferred Qualifications :

  • Bachelor’s degree in Human Resources Management, Business Administration, Industrial Psychology, or related field
  • Human Resources Certification (SHRM-CP or SHRM-SCP)
  • 2+ years of experience in human resources analytics
  • Experience working with and creating dashboards using relevant data to support data driven decisions.
  • Experience transferring data into reports and providing sound narratives to support the data for appropriate usage.
  • Experience planning and managing numerous processes.
  • Strong problem solving, quantitative and analytical abilities.
  • Experience communicating complex data in a simple, actionable language.
  • Experience working independently and with team members from different backgrounds.

The Social Worker Specialist position is an integral and critical part of the treatment and discharge plan for the patients at Osawatomie State Hospital.

Discharge planning begins at day one of hospitalization with the patient’s goal being priority. The Social Worker Specialist is responsible for gathering and documenting information in the Social Service Assessment and Discharge plan.

This plan details the decisions for the specific discharge plans. Additionally, social workers collaborate with community providers and the patient’s significant others to locate resources for discharge.

Social workers are the primary liaisons to families as well as the community resources, relaying information to the team in written form as well as verbally.

Social Workers coordinate placement of patient to ensure that patients are released to the least restrictive environment possible, without endangering safety.

This incumbent works independently in this position, making many decisions on his / her own.

The essential functions of this position may require physical strength to frequently push, pull, twist, bend, squat, walk, stand for extended periods of time, lift and / or restrain residents with or without assistance and respond to aggressive resident behavior with specific, trained techniques.

Must be able to observe and respond to residents in distress.

Osawatomie State Hospital Adair Acute Care is funded in part by the Centers for Medicare and Medicaid Services and is subject to requirements bestowed by Federal and State levels of government conditions of participation.

Preferred Qualifications : Prior experience working with individuals who have psychiatric diagnosis.
