As a Project Manager, you will manage the Project Team, Project Stakeholders, consultant(s) and contractors as necessary to rehabilitate, enhance and expand the client’s rail and bus transit system.

This will include managing activities, operations, and resources necessary to carry out and ensure that projects are completed on time, within budget, and in accordance with project documents.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Manages all aspects of Project Planning which include development of project management plans to identify stakeholder needs.

Manages all aspects of Project Design. Provides overall project management and coordination with architectural / engineering professionals.

Coordinates with staff, other agency officials, local governments, and architects / engineers etc. to develop preliminary schedules, procurement project requirements and detailed scope of work estimate by development of the design documents for bid.

Manages the development of feasibility and environmental impact studies, preliminary engineering, and conceptual designs for major capital investments.

Manages the preparation of project scopes of work, plans, schedules, and budgets.

Manages all aspects of Project Implementation. Manages project procurement of material, equipment, and contractors, and all construction activities necessary to execute capital projects.

Manages the quality and safety of work performed on capital projects. Implements change management processes and carry out project communications throughout the organization.

Coordinates the acquisition of real estate parcels required for capital projects if necessary.

Performs Project Monitoring & Controlling. For the duration of the project life cycle, manages the preparation of progress reports to monitor and control capital projects.

Monitors all aspects of projects assigned. Manages the schedules and budgets to ensure positive project performance. Conducts monthly project status briefs to upper management.

We are currently looking for an Environmental Compliance Inspector . In this role you’ll be responsible for the review of contractor construction scopes against contract requirements, regulatory requirements, permit conditions, and Environmental Management Requirements and the oversight of contractors’ Surface water Management Plan.

Using your experience, you’ll ensure compliance with federal regulations, and investigating compliance and conformance, perform effective record keeping of environmental observations and compliance monitoring activities and provide Qualified Environmental Professional oversight and input into environmental compliance.

Part of your role will include conduct and documenting pre-disturbance and construction monitoring activities, document action items, and close out, inspection of construction activities against permit conditions and regulations.

The working conditions include project site / active construction site / roads and highways / field working conditions. Onsite-site project workspace of various conditions which may include temporary office facilities and exposure to moving, mechanical parts and vibration, high, precarious places, fumes or airborne particles, and various levels of outside weather.

You may be required to work occasional night shift, swing shift and / or weekends.

A. FUNCTION OF POSITION

Provides Engineering support and leadership in the planning, design, and technical oversight of mechanical equipment and instrumentation in the test facilities at NASA Ames Research Center.

B. DUTIES AND RESPONSIBILITIES - ENGINEERING SUPPORT

1. Develops plans, requirements, drawings and work instructions for implementing repairs, upgrades and modifications of the facility equipment, infrastructure, instrumentation and control systems.

2. Provides technical expertise to the users of the facilities in planning test projects to insure proper match of facility requirements with capabilities, balance of resources, and integration of schedules.

3. Provides technical expertise and guidance in overall planning, maintenance, and operation of assigned facilities.

4. Works with test engineers, facility management and customers to develop fixtures, holders, brackets, mechanisms, and other designs to accommodate new testing requirements.

5. Prepares documentation supporting facility development efforts.

6. Prepares specifications and purchase requisitions for facility hardware.

7. Writes Statements of Work (SOWs), performs job walks and manages subcontractors and subcontract work as needed.

C. NATURE OF POSITION CHALLENGES

Providing engineering support and leadership in the planning, preparation, and operation of tests at the facilities that meet project test requirements on schedule and within the budgeted resources.

D. SUPERVISOR GUIDANCE

Works under the general guidance of the Project Manager or Engineering Supervisor. Is responsible for executing projects within approved work plans and resources.

ESSENTIAL FUNCTIONS OF THE POSITION

Unusual or Special Physical Requirements of Position

Visual and physical contact with test system hardware and installed test articles. Multiple workstation assignments (office, test facility, control room, laboratory, shops, etc.

Transportation of notebooks, drawings, forms, sensors, etc. required. Ability to hear normal conversation. One eye (minimum) correctable to 20 / 20.

Ability to distinguish eight colors on basic panel displays and wiring. Ability to manipulate small and delicate instruments and wiring.

Description of Work Environment

Work is accomplished in an office, control room, in and around test facility buildings, and within facility test chambers.

Movement is required between these work areas as well as trips to the client or user's facility. Must be able to use respiratory protection in confined spaces.

Some work areas are high in noise.

Equipment and Machines Involved in Work Tasks

Office and control room equipment includes computers, calculators, electronic instruments, mechanical instruments, and miscellaneous precision measuring devices.

May be required to drive government pickup truck to vendors to pick up materials or components or inspect on-going work.

Criticality of Attendance

Work assignments are usually during normal work hours ( 0800 - 1630), but overtime is sometimes necessary to support meetings, test schedules, and test operations.

A compressed schedule with 9 hour days and every other Friday off is available. Testing may occur any day or time of day, depending on test requirements.

Regular daily attendance is required to maintain team effectiveness.

Other Essential Functions

Provides technical supervision to assigned project personnel and assists management on administrative matters. Must be able to obtain a NASA badge and gain access to the work facilities.

As a Senior Process Mechanical Engineer in Bellevue, Washington you will work with a core group of water / wastewater treatment engineers and designers on studies, designs, and field assignments to deliver innovative solutions to challenging technical problems that our clients face.

You will work collaboratively with our team to complete the following :

Evaluation and selection of process equipment, pumping systems, pipe materials, and valves
