Positions in this class are responsible for performing a variety of professional field and office assignments that require the application of standard principles in the development and operation of solid waste management systems.

  • Duties include responsibility for capital projects, including overseeing design work, project estimating, and project management;
  • activities to comply with federal, state and local environmental regulations to implement solid waste management plans; leading inspections of public and private solid waste facilities;

and for providing technical assistance and contract compliance.

This position has the option of a remote / hybrid work schedule possibility. However, the candidate selected must reside in OR or WA. No Exceptions.

Qualifications

The Environmental Operations Specialist classification is the fully experienced level within the job family. The Environmental Operations Specialist, Senior, classification is distinguished from the Environmental Operations Specialist classification by having lead responsibility for performing more technical and complex work in design, inspection, contract and project management, and budget administration, requiring a higher level of knowledge, experience, and skill.

Work assignments are provided with limited technical instruction and require considerable independence in the selection of courses of action and resolution of complex or unique problems within the framework of departmental policy and procedures, applicable regulations, and accepted best practices.

Education and Experience :

Bachelor’s degree with major coursework in public administration, finance, engineering, environmental science, or related field.

Other combinations of education or experience, which would demonstrate the ability to perform the work, will be considered, preferably with public sector experience at the local government level.

Preferred qualifications :

  • Master’s Degree and minimum two (2) years’ experience in a position comparable to an Environmental Operations Specialist.
  • Two (2) years of experience working with the public in areas related to solid waste management, recycling, moderate risk waste, or environmental education.
  • At least two (2) years of experience of writing complex contract terms is highly desirable.
  • At least two (2) years of experience with project coordination / management is highly desirable.
  • On a year-for-year basis, any combination of relevant education and experience may be substituted for educational requirements.

Knowledge of :

  • Federal, State, and local regulations pertaining to solid waste, recycling, and organics management
  • Landfill management and disposal
  • Operation and siting of transfer and hazardous waste facilities
  • Recycling processing equipment, risk management, contracts and legal documents, project management related to capital improvements
  • Household hazardous waste (HHW) collection events or programs including : satellite or special collection, mobile or curbside collection, special projects
  • Policy development, local regulations, ordinances related to solid waste and recycling
  • Planning and permitting processes; capital finance and rate setting; planning and budgeting; work standards and codes applicable to the job.
  • Regional solutions and programs contained in local solid and hazardous waste management plans.
  • Organics Management including composting, anaerobic digestion, prevention activities
  • Local solid and hazardous waste management plans, solid waste handling laws and rules

Examples of Duties

Duties vary by position and may include but are not limited to the following :

  • Plan and prepare requests for proposals, budgets, selecting contractors, negotiating contracts; general contract management.
  • Develop initial scope of work, schedules and budgets for consulting services on assigned projects; prepare or assist in the preparation of evaluation of Requests for Proposals (RFPs);

monitors quality of deliverables and tracks performance.

  • Coordinate the work of consultants and / or engineering, operations and maintenance staff as it relates to assigned projects.
  • Respond to, investigate, and resolve citizen complaints as they pertain to illegal discharges and water quality complaints;

respond to spills and take appropriate cleanup action.

  • Conduct or direct on-site inspections at solid waste facilities including transfer stations and / or landfills; determine or verify the proper function, operation, and maintenance.
  • Conduct or direct on-site household hazardous waste collection events.
  • Coordinate with Clark County Public Works staff to conduct field investigations, research property information, review applicable codes, and sampling
  • Analyzes program effectiveness and identifies methods to improve programs and build public awareness. Conducts research and identifies emerging and changing issues impacting program and makes recommendations to management for improvements.
  • Serve as staff representative on various technical advisory committees, commissions, and interest groups, with local and state partners.
  • Track performance measures to evaluate effectiveness of operational activities and monitor program progress; publish necessary reports and documents
  • Research grant funding opportunities, prepare grant proposals, and administer grants. Researches and identifies relevant grant opportunities;

obtains program manager and Council approval; completes grant applications and partners with other workgroups in the County in the administration of grant files and required documentation as needed.

Responsible for monitoring and reporting of information required by the grant funder.

Provides input to manager on expected program costs during development of annual program budgets; develops and tracks budgets for individual projects and program activities;

monitors status of budgets and works with manager to make necessary adjustments to program work and budget.

  • Review and approve reimbursements and invoices; participate in the preparation of the program budget and monitor budget to ensure expenditures are within appropriations.
  • Responsible for developing, tracking, and reporting of program metrics, including outputs, outcomes, or other key performance indicators.
  • Advises management and works with other County workgroups to take initial action on established conformance when sub-agencies / contractors are not in compliance.
  • Interpret applicable laws, codes and policies to assure county compliance. Plan and manage the solid waste and recycling infrastructure including : customer service, collection services, regional system operations, and revenue tracking.
  • Coordinate operations including disaster debris and emergency planning.
  • Coordinate and monitor sampling, monitoring programs, and budget compliance at closed landfills.
  • Conduct periodic inspections of closed landfills, transfer stations and solid waste facilities and report on status and maintenance requirements.

Work closely with local, state and regulatory agencies to assure compliance with closed landfill requirements.

Perform other related duties as assigned.

Work Environment and Physical Requirements :

Incumbents typically work in both office and field settings associated with community events, complaint investigations, and technical assistance visits / meetings.

Work involves management of multiple priorities and direct face-to-face interactions with the public.

Essential tasks include use of the telephone, personal computers, office equipment and driving a county or personal vehicle to travel to various work sites.

Work entails seeing, reading, speaking in person and over the phone, handwriting, typing / keyboard and manual dexterity.

Work may require walking, bending, lifting, carrying, kneeling, pushing and pulling up to 25lbs. Field work is performed outdoors on active commercial or landfill sites, and within stormwater facilities with rough or unstable terrain.

Job Summary

Performs legal support work at an advanced level in various legal departments of the County. The Legal Secretary II position will be assigned to the Prosecuting Attorney’s Office, criminal division.

Duties include word processing at an advanced level, providing legal information to affected parties, responding to questions and composing responses.

Typical document production could include Amended Information, Dismissals, Judgment and Sentence, Property Releases, Transport Orders, various Warrants, miscellaneous pleadings, and Out of State Witness paperwork.

Other duties include transcription, uploading and downloading information, running criminal history, preparing jury instructions, closing files, preparing charging documents and serving as the back up to other staff.

Candidates should have advanced knowledge of legal terminology, be advanced Microsoft Word users, be able to type 55 wpm, have a solid understanding of legal processes, and the ability to work with limited direction and considerable independence.

Qualifications

Education and Experience :

Minimum of 3 years of legal secretarial support work within a law office or legal environment. Completion of a legal secretarial course or criminal justice degree (45 quarter or semester credit hours with at least ten (10) hours in legal coursework) may be substituted for one year of the required experience.

Key skills and attributes should include :

  • Proficiency with computers and related applications including Microsoft Word and Excel, particularly with formatting documents and creating macros.
  • Strong writing and grammatical skills.
  • Strong time-management and organizational skills; ability to accomplish multiple tasks within tight deadlines.
  • Legal experience in criminal law is preferred.
  • Knowledge of : Computer application (MS Word, Outlook, Adobe, web based case management system), legal terminology, procedures, documents and principles related to legal support work;

legal office practices and procedures including standard formats; business English, grammar, punctuation, and spelling; operation of general office equipment such as copiers, faxes, telephones, personal computers.
