Position Summary :

Exercises overall Supply Chain operations responsibility for a Global Business Unit. Ensures implementation of Corporate and Global Business Unit Supply Chain planning, implementation of initiatives, governance and guidance, and supports requirements of the global business unit projects, including administration of resources across respective business unit projects.

Ensures that business unit Supply Chain goals and objectives meet the business unit project needs and are consistent with applicable policies and procedures.

Job Dimensions :

A. Supervision Received

Reports to and receives operational and functional direction from the Global Business Unit Manager of Supply Chain.

B. Supervision Exercised

Provides support and communicates business unit Supply Chain initiatives to Project Supply Chain Managers and Managers of Supply Chain Disciplines within the business unit functional organization or those deployed to projects.

C. Contacts

  • Maintains relationships with Corporate Supply Chain Management and Global Business Unit Management to ensure mutual understanding of organizational goals and objectives and communicates Supply Chain’s efforts to meet these goals.
  • Maintains relationships with other business unit functional organizations in support of progressing initiatives and providing support to projects.
  • Maintains contacts with management of Bechtel’s suppliers to ensure sound working relationships and their commitment to support project activities and conform to their contractual agreements when executing work for a project.

Responsibilities :

Monitors business unit Supply Chain operations in all offices where work is performed and maintains communication with Project Supply Chain Managers and customers to ensure that the services of Supply Chain meet the needs of the business unit projects and respective customers.

Directs action to improve Supply Chain operations, as necessary.

  • Develops, implements and / or maintains integrated programs covering Supply Chain personnel to ensure uniformity and coordination across the business unit, including but not limited to :
  • Supplier Relationship Management and Supplier Diversity programs.
  • Market intelligence, including cross-business unit aggregated risk contributing to business unit price and schedule risk to its projects.
  • Digital Supply Chain Systems, including reporting tools to measure project performance.
  • Training implementation.
  • Staff resource planning.
  • Business unit procedures and guidance documents.
  • Provides guidance to business unit project and Supply Chain personnel in the planning and implementation of corporate and business unit goals and objectives for improvement of Supply Chain services.
  • Consults regularly with business unit Supply Chain managers on functional global business unit performance to review supervision, staffing, employee performance, annual review compliance, and career discussion activities.
  • Consults regularly with Corporate Supply Chain Functional Managers on functional global business unit issues and concerns, compliance to governance, project performance, staffing resource requirements, and implementation of corporate programs and initiatives.
  • Communicates regularly with Corporate Supply Chain Functional Managers to ensure effective interface between the global business unit, project Supply Chain and Corporate Supply Chain operations and Centers of Excellence.

Recommends actions necessary of corporate Supply Chain to improve interfaces, procedures, or other support to the business units.

Directs corrective actions, as necessary, within the business unit or a project to improve or align operational synergies.

  • Identifies training needs for the Supply Chain organization and directs application of suitable training programs to ensure that Supply Chain personnel within the business unit have sufficient knowledge of their level of work to perform in a competent manner.
  • Participates in the global cross-business unit staffing call meeting to ensure personnel availability status is known well in advance of assignment completion and future needs are satisfied.
  • Participates in preparation of annual personnel performance review process and salary planning and ensures that proposed actions are within guidelines and appropriate concurrence and approvals are obtained.
  • Formulates and recommends additional development programs and overhead budget requests for consolidation with the business unit Supply Chain requirements.

Conducts and monitors these operations within approved budgets.

May represent the company as a member or participant in external industry associations.

Job Knowledge :

  • Proficiency and experience in project operations at both job sites and office locations. This experience should include direct Supply Chain or Supply Chain associated activities.
  • Core understanding of project development, execution and closeout, and Supply Chain’s contributions to each phase of a project.
  • Understanding of work execution methods under a lumpsum or cost-re type of contract, and / or the scope is of EP, EPC, EPCM, or PMC type arrangement.
  • Knowledge of planning and execution methodologies of Engineering, Construction, Project Controls (Cost Control and Schedule, Estimating, Finance, and Quality).
  • Knowledge of personnel policy and procedures. Experience and skill in managing employees, including selection, hiring, training, development, employee performance evaluation, career discussion, and salary administration.

Qualifications and Skills :

  • Bachelor’s degree and minimum of 15 years of relevant experience, or in lieu of degree, 20+ years relevant experience.
  • Demonstrated experience in Supply Chain leadership role on a project or within a business unit.
  • Demonstrates aptitude and character for interpersonal engagement and mentorship.

Project Overview :

Following a successful PMC contract to oversee Separations Facilities Project for initial concentrate of rare earth light and heavy metals, Bechtel will be performing the next stage as EPC.

MP Materials HREE Project in Mountain Pass, CA is a chemical processing facility separating 11 Heavy Rare Earth Elements through a process of aqueous and organic separations, precipitation, filtration, drying, calcination and packaging.

The project is to be built within existing (Brownfield) facilities. The project scope is FEED, Early Construction Works and EPC direct hire.

Position Summary :

Supervises the engineering activity (all disciplines) on a project, or designated portions of a project, for a global business unit.

Plans and directs engineering assignments on the project. Has technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.

A candidate for this position should have experience as Project Engineer for complex projects, ideally in chemical plants projects (lithium, fertilizers, salts, etc.

and managing mechanical equipment packages. Also, the candidate should have relevant experience in mining and metals, preferably through the full life cycle of the project from study through EPC and commissioning.

Additionally, this role focuses on Separation and Finishing facilities, as well as utilities design for heavy rare earth element processing facilities within existing Brownfield facilities.

Jo Dimensions :

A. Supervision Received

  • Receives operational supervision from a Project Manager or senior Project Engineer.
  • Receives administrative and technical supervision from an Engineering Manager, Manager of Engineering or a senior Project Engineer.

Assignments given in terms of broad general objectives and limits.

B. Supervision Exercised

Exercises operational supervision over the engineers of all disciplines and architects assigned to the project or portion of the project.

C. Contacts

  • As the point of Bechtel-Client contact on engineering aspects of assigned project or portions of a project, maintains regular client contact for progress of work, exchange of information, advice.
  • Represents Engineering in respect of major items with suppliers and project personnel in jobsite conferences.

Responsibilities :

  • Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers of all disciplines within a global business unit.
  • Establishes or assists in establishing the detailed project execution plan and the development of the overall project engineering budget and schedule.

Inputs to and owns the engineering elements of a project capital estimate (proposals and execution) quantities and budgets.

  • Performs and manages the work in accordance with relevant Engineering Department Procedures (EDPs), design guides and Bechtel Standard Application Programs (BSAPs).
  • Develops design and procurement schedules for approval.
  • Prepares, approves or recommends approval of project procedures for engineering, as required.
  • Coordinates engineering effort with Project Manager, Procurement, Construction, Startup, Environmental Safety and Health (ES&H) and Project Controls when assigned.
  • When assigned directs engineering activities in preparation of project proposals, including estimates for engineering staffing, quantities, scope reviews, schedules and coordination with Business Development and other functional groups.
  • Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
  • Reviews and approves design documents, change orders, material requisitions and specifications for construction or procurement use.
  • Supervises the preparation of, reviews and endorses bid analyses and recommendations for procurement of equipment material and services within Engineering’s scope of responsibility.
  • Resolves field initiated questions on engineering.
  • Visits jobsite as required for exchange of information.
  • Coordinates activities among the design groups on the project.
  • Initiates requests for specialized professional services.
  • Initiates Bechtel / Client correspondence related to the engineering portion of the contract.
  • Reviews project engineering progress against approved schedules, evaluates changes and takes corrective action when required.
  • Makes recommendation to Engineering Management of key personnel for project assignments.
  • Manages the flow of information required from third parties to assure the timely progress of the engineering work.
  • Prepares or directs the preparation of project studies, reports, forecasts, special engineering reports and plant data book.
  • Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
  • Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
  • Champions the creation of a project work environment, supported by leadership on the project / program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.

Qualifications and Skills :

Basic Qualifications :

  • A recognized degree in an engineering or scientific discipline from an accredited college or university, OR a professional license in an appropriate discipline from a recognized licensing board, OR s pecialized courses in relevant general engineering, architectural design or an appropriate engineering discipline
  • Progressive work experience, including supervision, preferably in project and staff design engineering but may include other relevant types of engineering including startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering / construction firms.

Additional Qualifications :

  • Technical knowledge of related engineering systems, engineering calculations, applications of engineering and construction methods and materials, and engineering application of computers.
  • Proficient knowledge of project engineering processes and procedures.
  • Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.
  • Proficient knowledge on planning, application and coordination of 2-D and / or 3-D Computer Aided Design (CAD) design processes on a project.
  • Knowledge of industry / regulatory codes and standards and design criteria pertinent to the particular discipline.
  • Skill in oral and written communication.
  • Demonstrated skill in supervision.
