ICF is seeking an Environmental Planner and Deputy Project Manager to collaborate on preparing and managing environmental documentation for transportation and infrastructure projects.

This will include the preparation of Environmental Impact Statements, Environmental Assessments, and Categorical Exclusions.

The candidate would be given opportunities to develop environmental compliance and project management skills, and learn from highly-talented project managers and technical experts The team's local office is in Austin, TX, and Texas-based candidates are preferred.

What You Will Do

Prepare environmental documents and impact analyses, including National Environmental Policy Act (NEPA) documentation, technical reports, and permit applications.

Work and collaborate with ICF environmental subject matter experts.

Conduct literature research and data collection for environmental investigations and documentation.

Assisting with public Involvement, agency consultation, and planning.

Conducting fieldwork and attending meetings, as needed, or required.

Basic Qualifications

A BA / BS degree in environmental sciences, or similar discipline.

2+ years relevant professional work experience.

coursework with NEPA and environmental compliance.

Preferred Attributes and Experience

Work experience to include preparing NEPA or other environmental compliance documentation, preferably for Texas Department of Transportation (TxDOT) projects.

TxDOT Pre-Certification a plus.

Working knowledge of environmental regulations, including NEPA, Section 106 of the National Historic Preservation Act, Clean Air Act, Section 7 of the Endangered Species Act, Section 404 of the Clean Water Act, Section 10 of the Rivers, and Harbors Act, etc.

Computer skills should include the MS Office Suite along with excellent technical writing and communication skills required.

A writing sample may be requested.)

Familiarity with GIS and mapping skills.

Responsibilities

The Environmental Analyst will be responsible for compliance with state and federal environmental program requirements including air quality, SPCC (spill prevention, control, and countermeasure), remediation and waste management.

This position involves evaluating the potential environmental risks associated with natural gas operations and developing strategies to mitigate those risks.

This position applies practical job knowledge. Usually works independently under general supervision and requires the ability to influence others in the work area by explaining facts, policies, and practices.

The problems faced are difficult but generally not complex.

  • Develop and implement environmental programs and procedures.
  • Monitor and analyze air, water, and soil quality for compliance with local, state, and federal regulations.

  • Assist with waste management and compliance.

Qualifications

REQUIRED SKILLS

  • Ability to interpret and apply regulatory requirements.
  • Demonstrated knowledge of TRRC (Texas Railroad Commission), TCEQ (Texas Commission on Environmental Quality) and federal programs related to oil and gas production.
