MassDEP seeks applicants for the position of Environmental Analyst II within the Bureau of Water Resources (BWR), Drinking Water Program (DWP) for its Northeast Regional Office (NERO) in Woburn, Massachusetts.
This is a full-time position (37.5 hours work week), which is presently a hybrid position requiring office time, field work and telework.

The BWR DWP program is charged with regional implementation of the Massachusetts Drinking Water Regulations and the Federal Safe Drinking Water Act to ensure the protection of public health.
This position will be based in MassDEP’s Northeast Regional Office (NERO) in Woburn, and will be responsible for water quality review, technical assistance, compliance, and enforcement with regards to Public Water Systems (PWS) in Massachusetts.
This position also performs sanitary surveys at PWS to determine compliance with the Drinking Water Regulations, generates reports and enforcement, and ensures that PWS return to compliance.
This position also provides technical assistance to the public and the regulated community. A particular focus of this position is to provide primary support for the Drinking Water section’s Lead and Copper Rule (LCR) and comprehensive water quality monitoring and reporting compliance.

Duties for the position include :
- Receive, organize, and track water quality monitoring and chemical analysis data.
- Review water quality data for compliance with a variety of drinking water rules and standards and notify supervisor promptly of water quality data or other issues to ensure appropriate follow-up enforcement activities.
- Review water quality data, chemical treatment and other monthly reports for missing, incorrect or incomplete submissions.
Identify and address corrections as necessary.
Prepare, coordinate, issue and track standard enforcement documents in response to violations of the drinking water regulations and nonconformance with drinking water guidelines;
and, update the WQTS database for violation and enforcement actions.
- Conduct sanitary survey inspections of Public Water Systems (PWS) for compliance with proper operation practices and prepare detailed inspection reports based on comprehensive field notes.
- Scan all hard copy water quality files for digital accessibility following regional file management procedures.
- Update and issue drinking water sampling schedules relative to water quality sampling revisions.
- Provide technical assistance to laboratories, public water suppliers, and certified operators regarding submissions of paper and electronic monitoring data (eDEP).
- Assist / support the efforts of the regional Drinking Water Program staff.
- Attend relative trainings, meetings, conferences and perform related Drinking water work as assigned.
- Participate as appropriate in Program, Bureau or Regional Staff meetings and provide comment or input to matters relating to job duties.
- Comply with all Department workplace rules, regulations and policy.
- Serve on appointed workgroups and / or committees to draft new policies or protocols or provide comments for revision to policies and / or protocols.
- Communicate routinely with supervisor.
- Perform other duties as required.
Preferred qualifications at hire :
- Ability to evaluate drinking water quality data, plans and reports, and to analyze and determine the applicability of environmental data, draw conclusions and make appropriate recommendations.
- Knowledge of the principals of drinking water sources, treatment, storage and distribution systems.
- Knowledge of Department regulations, policies, guidance and procedure relating to Water treatment and distribution. Also Knowledge of relevant federal regulations pertaining to this field.
- General knowledge of sampling procedures.
- Ability to express moderately complex ideas clearly and concisely, and to explain concepts in a logical sequence.
- Ability to represent the Department in a professional manner at inspections, public meetings and enforcement proceedings.
- Ability to walk on uneven terrain to conduct inspections of PWS.
- Ability to use Microsoft Word, Excel, Access, Outlook and GIS or other similar computer programs.
- Possession of a valid Massachusetts driver's license or equivalent is required

Primary Responsibilities
In the role of Environmental Scientist Regulatory and Environmental Compliance Professional we'll count on you to
- Plan and direct medium- to large-size environmental permitting and compliance projects for utility, solar, wind, solid waste, industrial facilities, and other projects as identified
- Prepare, plan and analyze / review technical studies, permit applications, environmental planning studies, environmental assessments / impact analysis and associated permitting and compliance monitoring for infrastructure and development projects that require conformance with State / City Environmental Reviews & National Environmental Policy Act (NEPA).
Experience with Rhode Island permitting is required
- Research and interpret scientific literature, regulatory programs, guidance and applications
- Collect project-related data, which may include research, conducting surveys for listed species, interviews with government agencies and clients, map reviews, field investigations for wetlands, natural resources, land use, etc.
- Work with GIS or oversee use of GIS tools
- Conduct environmental impact assessments
- Conduct field assessments, and support field investigations
- Support and manage projects which involve permitting, wetland and stream mitigation design, planning, environmental documents, etc.
- Manage or coordinate specialty sub consultants or consultant team members
- Define the level of environmental analysis required, coordinate with project team members in problem solving and solutions

Qualifications
Required Qualifications
- Bachelor's degree in Environmental Science or closely related field
- 7+ years' experience in complex environmental planning / compliance projects preparing environmental documents which should include experience in wetlands / natural resources, permitting, planning, NEPA, , Section 7, Rhode Island State Permitting, research and assessment of regulations, GIS applications.
- Demonstrated knowledge of the NEPA process.
- Ability to read and interpret design plans
- Experience managing large, complex EIS documents for transportation, large facility, land management, or other infrastructure projects
- Technical expertise in the design, implementation, interpretation and presentation of data for environmental studies and investigations in specialized discipline

2) Removes trash from assigned work areas at the beginning and end of the shift.

4) Provides carpet care and vacuums all carpets following the schedule.
Provides spot removal from carpets and upholstery as needed.
Bonnet-cleans carpeted areas as needed.
Informs manager of carpets that require scheduled project carpet extraction.
5) Maintains tiled floors by dry mopping, damp mopping, and rinsing them, including edges and corners, moving furniture and items as needed.
Provides floor maintenance by spray buffing or burnishing tiled floors.
Maintains the desired appearance of floors; may strip and refinish floors as needed.
Informs manager of floors that may require scheduled project stripping work done.
6) Inspects work area and performs necessary cleaning tasks independently.
7) Takes the initiative to make sufficient time for a low and high dusting of assigned areas. Keeps vents dust-free.
8) Polishes stainless steel, brass, and other smooth surfaces according to work schedule.
9) Assists with the cleaning of patient rooms, restrooms, bathrooms, common areas, etc., as needed.
10) Provides assistance to the light aide moving equipment and furniture in and out of patient rooms and common areas as needed.
11) Inspects all window, cubicle, and shower curtains; changes and re-hangs curtains and drapes in assigned areas, as needed.

12) Maintains equipment and keeps all equipment clean and safe. Notifies supervisor of any equipment problems or unsafe working conditions.
13) Plans supply and equipment needs and takes appropriate items at the beginning of each shift. Maintains adequate par level of supplies in housekeeping closet and keeps the closet clean and neat.
14) Attends hospital / department in-services and meetings as required.
Minimum Qualifications :
1. Cleaning experience in a hospital or industrial setting, with experience in sanitation principles and techniques preferred.
Experience in operating various types of heavy housekeeping equipment.
2. Ability to read and write to understand directions and warnings on cleaning supplies and various postings, and to complete logs.
3. Interpersonal skills to be pleasant and courteous and to interact with patients, visitors, and all levels of hospital staff.

Statement of Duties :
The City of Somerville is one of the leading cities on climate change in Massachusetts and the country, pioneering new approaches to climate action planning, clean energy and resilience programs, and community engagement.
The Environmental Policy Manager will research, develop, support, implement, maintain, track, and advise the City on a broad range of environmental policies, programs, projects, and regulations.

or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
An advanced degree can substitute for 1-2 years of experience.
